Observed operator oriefing and removing from service at 3:25 p.m, 4/6 the 3B reactor coolant pump because of a leaking seal. Reviewed records of the transient that occurred at 4:15 p.:..
when the turbige load limiter was reset.
r D. No procedures reviewed during this period (operating procedtires have i
been reviewed during the past week. About 90% of the emergency procedures have been reviewed. Operating procedures are good.
Generally emergency procedures are inadequate - assume transient will continue without equipment malfunction. Skimpy description of operator aerions and lack reference for subsequent accions.

An engineering change has been initiated to provide auto isolation on high radiation for containment sump and drain tank pump out lines. Interim instructions issued to manually isolate if there is a large leak on high radiation in containment.

Licensee has completed training of personnel on procedure revisions made to meet IEB 79-05A items 1,4, a d 11.

The RT has briefed the 3 on-duty sh f ts (27 operators).
The 2 off-duty shifts will be briefed 4/9-10 prior to startine i.mrir.
4 DESCRIPTION OF GENERAL PLANT STATUS Ci.e., operating power level, planned changes, scheduled outages, ESF out of service, major maintenance, reportable occurrences, etc.)
Plant operating 75% power (one RCS pump shutdown).
All emergency safety features in service, no cajor maintenance scheduled.
refueling outage scheduled to begin 4/23.
