APPENDIX A NOTICE OF VIOLATION Florida Power Corporation License No. DPR-72 Crystal River Unit 3 Based on the NRC inspection March 7-9, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
A.
Technical Specification 6.8.1 requires in part that procedures shall be maintained and implemented for activities such as new fuel receipt and inspection.
Contrary to the above, for each of the new fuel shipments received during the period of September through November 1979, portions of proce-dure FP-302 " Fresh Fuel Receipt, Inspection, Inventory, Documentation and Storage" were not completed.
This is a deficiency.
B.
10 CFR 50, Appendix B, Item V requires in part that instructions for activities affecting quality, such as new fuel inspection, shall include acceptance criteria.
Contrary to the above, procedure FP-302 " Fresh Fuel Receipt, Inspection, Inventory, Documentation and Storage" does not include acceptance criteria for conditions monitored prior to inspection of the new fuel, or for inspection of the fuel cladding, supporting structures, and other components of the fuel assembly.
This is a deficiency.
