Dear Mr. O'Reilly:

We offer the following responses to the apparent Items of Noncompliance in the referenced inspection report.

NOTICE OF VIOLATION A. Technical Specification 6.8.1 requires in part that procedures shall be maintained and implemented for activities such as new fuel receipt and inspection.

Contrary to the above, for each of the new fuel shipments received during the period of Septembtr through November 1979, portions of Procedure FP-302, " Fresh Fuel Receipt, Inspe'ction, Inventory, Documenta-tion and Storage" were not completed.

B. 10 CFR 50, Appendix B, Item V requires in part that instructions for activities affecting quality, such as new fuel inspection, shall include acceptance criteria.

Contrary to the above, Procedure FP-302, " Fresh Fuel Receipt, Inspection, Inventory, documentation and Storage" does not include acceptance criteria for conditions monitored prior to inspection of the new fuel, or for inspection of the fuel cladding, supporting structures, and cther com-ponents of the fuel assembly.

A&B Response: Fuel Handling Procedure FP-302 vill be revised into three separate procedures.

One each for Container Receipt, Fuel Assembly Un-loading and Inspection, and Container Shipment, with each procedure con-taining sign-off blanks integrated to the procedure instead of ger.atic sign-off sheets.

R11: PTB Page 2 Babcock and Wilcox, Inc. have been requested to provide additional criteria for on-site fuel assembly inspection. Fuel Handling Proceddre FP-302 presently addresses the requirements as stated by B&W Specification No.

2042/0470. Upon receipt of additional inspection criteria, a revision to FP-302 will be implemented. Procedural steps in which no acceptance criteria is stated, such as moisture indication and container pressure, the criteria will be established, if applicable, or these steps will be deleted from the procedure.

To effect full compliance, procedure reviews and revisions will be com-pleted by 1 September 1979.
