Gentlemen:
Thank you for your letter of March 21, 1979, in response to our letter dated
February 28, 1979, and the attached Notice of Violation. An apparent dis-
agreement continues to exist regarding which instruments are classified
as effluent monitors. Our position on this matter is that a monitor
positioned on a potential effluent pathway releasing directly into the
environments is considered an effluent monitor.
Through review of plant
drawings and discussion with plant personnel, it appeared to the inspector
that the monitors listed in paragraph 6.b of Inspection Report 50-368/79-04
fit into the category of effluent monitors.
Your March 21, 1979 response states that further review by your staff has
determined that some of the monitors listed in the above inspection report
should be classified as process monitors, thereby exempting these monitors
from calibration requirements. We have no further questions at this time,
but we will review this matter during future inspections.
