Gentlemen:
The following is submitted in response to your Notice of Violation dated February 28, 1979.
Item:
Appendix B Technical Specifications 2.2.1.4 and 2.2.2.2 (Monitoring Requirements) requires that liquid and gaseous effluent monitors be calibrated at least quarterly.
Contrary to the above, none of the liquid monitors and only three(3) of eight(8) gaseous monitors have been calibrated.
Response
We interpret Appendix B Technical Specification Section 2.2.1 Monitoring Requirement 4 and Section 2.2.2 Monitoring Requirement 2 to require that only effluent monitors (not all plant process monitors) require quarterly calibration. We consider the effluent monitors to be:
RES 2330 "BMS/hMS Liquid Discharge" RES 8233 " Containment Purge" RES 8542 " Radiation Waste Area Vent" 99qg

RES 8540 " Fuel llandling Area Vent" RES 7828 " Auxiliary Building Exit Vent" RES 2429 " Gas Effluent" It is AP6L's position that the remaining monitors referenced in paragraph 6.b.2.b of Inspection Report 50-368/79-04 do not fall under this requirement.

2-039-8 Mr. G. L. Madsen March 21, 1979 At the time of the aforementioned inspection, only RES 8233 was in current calibration. The other effluent monitors were not in calibration because no isolation valves had been provided. Since then, design changes have been initiated and all the above effluent monitors now have the necessary valves. All of these effluent monitors have either been calibrated or are scheduled to be calibrated by April 1, 1979.
Calibration procedures and testing schedules are now in effect for all the above effluent monitors. This should eliminate further failures to complete required calibrations. We will be in full compliance of the calibration requirements for these monitors by April 1,1979.
