JAN 041979 APPENDIX A NOTICE OF VIOLATION Georgia Power Company License Nos. DPR-57 NPF-5 Based on the results of the hTC inspection conducted on October 3-5, 1978, it appears that certain of your activities were not conducted in full compliance with hTC requirements as indicated below. These items have been categorized as described in our correspondence to you dated December 31, 1974.
A.
Appendix B, Technical Specification 5.6.2, states in part, that procedures shall be established to assure the quality of ETS program results including analytical measurements.
In addition, these quality assurance procedures shall provide for systems to identify and correct deficiencies in technical monitoring programs or related administrative activities, to investigate anomalous or suspect results, and to review and evaluate program results.
Contra ry to the above, inspection disclosed that quality assurance procedures for program results were not established.
This is a deficiency.
B.
Appendix B, Technical Specification 4.1 states in part, that semi-annual aerial surveys shall be conducted, as part of the normal inspection program, to examine the transmission line rights-of-way from HNP to the Bonaire Substation for evidence of significant erosion.
Semi-annual aerial surveys shall continue until stabilization of soil and vegetation is achieved. The required stabilization has not yet been achieved.
Contrary to the above, inspection disclosed tuat the licensee failed to implement the surveys on a semi-annual basis.
Only one survey was conducted during the current calendar year This survey was conducted on August 22, 1978. The previous survey was conducted October 14, 1977.
This is an infraction.
