The Georgia Power Company offers the following information in response to your letter dated January 4, 1979, describing apparent noncompliances with NRC requirements noted during your December 4 - 8, 1978, inspection of the Hatch Nuclear Plant.

A. Deficiency - Procedures relatir.g to the Environmental Technical Specification requirements are being reviewed and will be revised as required to provide for investigating anomalous or suspect results. Where necessary, additional procedures will be written to assure compliance with Section 5.6.2 of the E.T.S. Full compliance will be completed by April 1, 1979.

B. Infraction - In 1978, two aerial surveys of the tatch-Bonaire trans-mission line were conducted. The first was on August 22, 1978, and the second on December 12, 1978. The August survey was made after the first semi-annual period had passed. The second flight had been scheduled for several weeks before the NRC inspection, and was conducted after the inspection. The Georgia Power Company Transmission Department performs aerial surveys of all transmission lines approximately every month, but does not specifically report on the environmental conditions of the right-of-way unless severe erosion is observed. No such reports were made during 1978. Aerial surveys have been scheduled for 1979 until the soil stabilization is documented, and the aerial survey requirement is removed from the Environmental Tech Specs.

The inspection report contains no information which is believed to be pro-prietary.
