Confirmation of Concurrence This letter refers to your let ers dated January 8, 1980 and January 10, 1980 and the Ken Gillespie memo to D. E. Dutton, dated January 7, 1980, which was enclosed with your January 8, 1980 letter.
It further refers to the telephone conversation on January 18, 1980 between D. E. Dutton of your staff and F. S. Cantrell and J. R. Harri. of my staff in which we concurred in your plans and schedule for resumption n vork in specified areas.
Based upon information presented in the referenced letters and attachments which respond to our letter, J. P. O'Reilly to J. H. Miller, dated November 29, 1979, and the NRR letter, L. S. Rubenstein to W. E. Ehrensperger, dated December 10, 1979, we concur that activities may proceed in certain areas. This concurrence was also agreed to verbally by O. W. Thompson of the NRR Geoscience Branch in a conversation with J. R. Harris of my staff on January 18, 1980. We concur that the following activities, as listed in the Ken Gillespie memo dated January 7, 1980 may be resumed.
Item (1) Groundwater Dewatering System - Operation of the dewatering system.
(2) Control Building - Shafts 1 and 2 - Repair of erosion and completion of backfilling of slope to Turbine Building base slab elevation upon reading satisfactory groundwater levels.
(3) Between Unit No. 1 Tendon Gallery and Electrical Tunnel No. 1 - Excava-tion and repair of erosion damage north of N79 + 85 upon reading satisfactory groundwater levels.
(7) Auxiliary Building North Wall - Excavation as required and esumption of backfilling in this area upon reading satisfactory groundwater levels.
(10) Initial Concrete Placement - Commence work in all areas where work has not been initiated when backfill is to base slab elevations.
Further evaluation is required before we can authorize the activities requested by Items 4, 5, 6, 8 and 9 of the Ken Gillespie memo.

Georgia Power Company In view of the fact that Georgia Power committed to having a geotechnical engineer on site to oversee methods of repair to damaged areas in your January 10, 1980 letter, it will no longer be necessary to provide moisture and density test data to the NRC prior to placement. of permanent backfill as required in our November 29, 1979 letter.
However, it is our under-standing that moisture and density test data will be documented and available for examination by NRC inspectors in future inspections.
If your understanding of our discussion is different, please contact this office immediately.
