Dear f1r. Rubenstein:

In accordance with Mr. Carl Stahle's recent reouest to Mr. J. A. Bailey, Southern Company Services' Vogtle Project Licensing flanager, we are confirm-ing our January 9,1980 discussions in your Bethesda offices and we are providing a general update on the matters discussed.

At this meeting, representatives from Southern Company Services, Georgia Power Company and the NRC discussed the actions being taken concerning the foundation construction and water control measures at the Vogtle site. A list of the attendees and an outline of the presentation are enclosed.

A presentation describing the conditions at the site was given and letter number GM-544 dated January 8,1980, containing eight (8) attachments, des-cribing actions to be taken on the above subject was distributed. We requested an early review and concurrence on the foundation work and control measures outlined in the attachments noting that proceeding with these activities was considered to be the best preventative to further erosion.

In accordance with agreements reached at the meeting we confirmed various procedures and commitments relative to the surveillance and monitoring acti-vities associated with the foundation construction and water control measures in our January 10, 1980 letter (Gft-546) to J. P. O'Reilly, a copy of which you earlier received and is attached for your reference.

On January 11, 1980 we received verbal notification from the Office of Inspection and Enforcement in Atlanta to operate our suppleraental ground-water dewatering system contingent upon certain modifications to our piezo-meter plan inside the powerblock. This was verified in writing in P1r. J. P.

O'Reilly's January 14, 1930 letter (attached).

Mr. L. S. Rubenstein February 6,1980 Page 2 On January 18, 1980 we received verbal concurrence from the Office of Inspection and Enforcement in Atlanta to resume work in a limited number of areas as verified in writing by Mr. J. P. O'Reilly's January 22, 1980 letter (attached.)

Operation of the supplemental groundwater dewatering system was begun on January 22, 1980 after an appropriate baseline survey was made in conjunction with the supplemental settlement monitoring program. Operation of the system is still in process. Since January 22, 1980 we have received approximately 2.3 inches of rainfall at the Vogtle site.

Your arranging of the meeting and your participation and that of key staff personnel is very much appreciated. We solicit your continued cooperation in achieving a full and expeditious review of our January 8,1980 submittal so that we can move forward with the necessary foundation work and associated ground and surface water control measures to minimize any further erosion.
