SUBJECT:

LICEflSEE REQUEST TO RESUME SPECIFIC ITEMS OF WORK SECOND REQUEST-WELL POINT IllSTALLATION PLANT NAME: Vogtle Units 1 & 2 LICENSIf1G STAGE:

Post CP DOCKET NUMBERS:

50-424/427 MILESTONE NUMBER: R-18 TAC NUMBER: 5347 RESPONSIBLE BRANCH: LWR-4; C. Stahle, LPM STATUS: Awaiting additional information In our memo to you dated December 28, 1979, we documented our verbal approval to I&E Region II regarding the licensee's request to resume specific items of work except the item " Installation of a Supplemental D2 watering System."

The licensee has responded to our concerns regarding this item in a letter dated Dece. der 12, 1979, from D. Dutton, GPC to J. O'Reilly, NRC.

The licensee now proposes to preclude jetting for the installation of viell points.

The presently proposed installation method is to drill holes using revert or similar drilling fluid, to then case the holes and proceed as previously specified.

This nethod will assure no detrimental damage to the safety-related structural backfill and thus this method is acceptable.

Since the submittal is not definitive regarding the use of appropriate drilling fluid, vie require that drilling fluid must be used so that lateral support in drill holes is provided at all times.

Furthermore, neither operation nor decommissioning of the well point system is approved at this time. Our review comments.ere provided verbally to I&E Region II on December 13, 1979.

This review is being perforaed by Dr. 0.en Thorgson, Geotechnical Engineering Section, GB, DSS.
