UNITED STATES NUCLEAR REGULATORY CCMMISSICN TOLEDO EDISCN AND THE CLEVELAND ELECTRIC ILLUMINATING COMPANY DOCKET NO. 50-346 NOTICE OF AUTHORIZATICN TO RESUME OPERATION The Unitad States Nuclear Regulatory Commission issued an Order on May 15,1979 (44 F.R. 29767, May 22,1979), to The Toledo Edison and The Cleveland Electric Illuminating Ccmpany (~ECO cr The Licensee), holders of Facility Operating License No. NPF-3, for the Davis-Besse Nuclear Power Station, Unit No.1 (Davis-Besse), confirming that the licensee accomplish a series of actions, both immediate and long-term, to increase tne capability and reliability of Cavis-Besse to respond to various transient events.

In addition, the Order confinned that the licensee wculd maintairt the plant in a shutdown condition until the folicwing actions had been satisfactorily completed:

(a) Review all aspects of the safety grade auxiliary feedwater system to further upgrade components for added reliability and perfarnance.

Present mcdifications will include the addition of dynamic braking on the auxiliary feedpump turbine speed changer and provis.fon of means for control rocm verificaticn of the auxiliary feecwater ficw to the steam generators. This means of verification will be provided for one steam generator prior to startup fr:m the present maintenance outage and for the otner steam generator as secn as vendcr-supolied equipment is available (estimated date is June 1,1979).

In addition, the licensees nill review and verify the adecuacy of the auxiliary feecwater system capacity.

(b) Revise operating procedures as necessary to eliminate the option of a ng the Integrated Control System as a backup means for controlling auxiliary feecwater flow.

(c)

Imolemen I hard-wired control-grade reactor trip that <uld be actuated on loss of main feedwater and/or turoine trip.

(d) Complets analyses for potential small breaks and develop and implement operating instructions to define operator action.

. (e) All licensed reactor operators and senior reactor operators will have completed the 7hree Mile Island Unit No. 2 simulator training at B&W.

(f) Submit a reevaluation of the TECO analysis of the need for automatic or administrative control of steam generator level setpoints during aexiliary feedwater system operation, previously submitted by TEC0 letter of December 22, 1978, in lignt of the Three Mile Island Unit No. 2 incident.

(g) SLbmit a re'iew of the previous TECO evaluation of the Septemcer 24, 1977 event involving equipment problems and depressurization of the primary systam at Davis-Besse 1 in lignt of the Three Mile Island Unit No. 2 incident.

By letters dated April 27 and May 4,1979 and supplemented by sixteen letters tated May 11,18, 19, 22 (2), 23 (2), 25 (2), 29, and June 15 (2),

13, 21, 23, and 25, 1979, the licensee has documented the actions taken in response to the May 15 Order. Notice is hereby given that the Director of Nuclear Reactor Regulation (the Director) has reviewed this submittal and has concluded that the licensee has satisfactorily completed the actions prescribed in items (a) through (g) of paragrapn (1) of Section I'l of the Order, that the specified analyses are acceptable and the specified implementing procedures are appropriata. Accordingly, by letter dated 1979, the Director has autrorized the licensee to resume operation of 3 avis-aesse.
