Before the UNITED STATES NUCLEAR REGULATORY COSNISSION Docket No. 50-466 Allens Creek Nuclear Generating Station Unit 1 Amendment 51 to the PSAR llouston Lighting G Power Company, applicant in the above captioned proceeding, hereby files Amendment 51 to the Preliminary Safety Analysis Report filed in connection with its application.

IlOUSTON LIGliTING S POWER COMPANY ALLENS CREEK NUCLEAR GENERATING STATION - UNIT NO.1 PRELIMINARY SAFETY ANALYSIS REPORT AMENDMENT NO. 51 INSTRUCTION SilEET This amendment contains additional information which is submitted in response to telephone conversations between IILSP and NRC personnel. Each revised page bears the notation Am. No. 51, 3/21/79 at the bottom of the page. Vertical bars with the number 51 representing Amendment No. 51 have been used in the margin of the revised pages to indicate the location of the revision on the page. The revised pages have the question number (eg Q010.5) next to the appropriate information which responds to the question.

ACNGS-PSAR property by directional drilling or other means, so long as the Company's use of this property is not interfered with, disturbed or damaged. As 51 shown by the letter on page 2.1-2b,llL6P now controls all mineral interests within the exclusion area for the Allens Creek Project.

By reason of having full and legal surface title to the land, liouston Lighting 6 Power Company has the authority to regulate any and all activi-ties within the exclusion area, including the exclusion of personnel and property. The implementation of this ruthority is the responsibility of the plant supervisory staff, who will be aided by (1) a barbed-wire fence around the land portion of the exclusion area, and (2) floating buoys around the lake portion. Both the fence and the buoys will be clearly designated as the limits of the exclusion area. In addition, the buoys will be connected by nylon rope and illuminated at night.

There are to be no persons living within the exclusion area. There is to 42(U) be no one working within the exclusion area except employees of IIL6P and its authorized agents. Arragements will be made for the immediate evacua-tion (of all non-essential personnel) in case of a major accident.
