_DPR-71 Based on the results of the NRC inspection conducted on August 6-9, 1979, certain of your activities appear to deviate from pur commitments to the Commission.
Y,ur letter of March 14, 1979, contained a comitment it esponse to item J (page 11 of your letter GD-79-654) chat you had revised your modification procedure (ENP-3) on February 9,1979, to require written bases for the determination that the modification did rot involve an unreviewed safety question on all modification packages.
Contrary to that commitment, you revised your modification procedure to require written comments and in our review of five safety-related modification packages (number 79-165, vessel level transmit-ter, number 79-156, diesel generator saddle tank vents and battery room fire dampers, number 70 090, drywell penetration seismic supports, number 79-083, bearing temperature monitor installation, and number 79-031, reactor recirculation system setpoint change),
three packages (number 79-165, number 79-083, number 79-031) did not coni.ain the written bases for determination that an unrevie.?d safety question was not involved.}O 7910250}}
