APPENDIX A NOTICE OF VIOLATION Carolina Power and Light Company License Nos. DPR-62 Brunswick Unit Nos. I and 2 DPR-71 Based on the NRC inspection August 6-9, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by 10 CFR 50, Appendix B, Criterion VI, changes tc procedures shall be reviewed for adequacy by authorized personnel prior to release. The accepted QA Program (FSAR, Sectica 13.4-7) item 5 also states that the QA Supervisor is responsible for raviewing revisions to plant procedures to assure that quality requirements are adequately prescribed.
Contrary to the above, AI-6, " Plant Filing Instruction" and ENP-3, "Q-List Hodification Procedure" had been revised and had not been reviewed by the QA Supervisor.
This is a Deficiency. A similar item was brought to your attention in our letter dated February 21, 1979.
