Dear Mr. O'Reilly:
Brunswick Steam Electric Plant has reviewed IE Insp a tion Ecport 50-324/79-27 and 50-325/79-28 and finds that it does not contain any information of a proprietary nature.
The report identifies one item that appears to be in noncompliance with NRC requirements, one item that appears to deviate from commitments to the commission, and one unresolved item. These items and Carolina Power & Light Company's response

Deficiency:
As required by 10 CFR 50, Appendix B, Criterion VI, changes ta procedures shall be reviewed for adequacy by authorized personnel prior to release. The accepted QA Program (FSAR, Section 13.4-7) item 5 also states that the QA Supervisor is reponsible for reviewing revisions to plant procedures to assure that quality requirements are adequately prescribed.
Contrary to the above, AI-6, " Plant Filing Instruction and ENP-3, "Q-List Modification Procedure" had been revised and had not been reviewed by the QA Supervisor.
This is a Deficiency. A similar item was brought to you attention in our letter dated February 21, 1979.

Mr. James P. O'Reilly October 1, 1979 Qaality Assurance Manual are reviewed by the QA Supervisor. After this determination has been made, a revision will be made to the Operating Manual Revision Form providing a sign-off for QA review. The index review and the revision to the Operating Manual Revision Form will be completed by November 1, 1979. Upon completion of this review and revision, all new revisions to these procedures will be reviewed by the QA Supervisor, and all required reviews of past revisions will be completed by February 1,1980. Deviation: Your letter of March 14, 1979, contained a commitment in response to Item J (page 11 of your letter GD-79-654) that you had revised your modification procedure (ENP-3) on February 9, 1979, to require written bases for the determination that the modification did not involve an unreviewed safety question on all modification packages. Contrary to that commitment, you revised your modification procedure to require written comments and in our re/iew of five safety-relatec modification packages (number 78-165, vessel level transmitter; number 79-156, diesel generator saddle tank vents and battery room fire dampers; number 79-090, drywell penetration seismic supports; number 79-083, bearing temperature monitor installation; and number 79-031, reactor recirculation system setpoint change), three packages (number 79-165, number 79-083, number 79-031) did not contain the written bases for determination that an unreviewed safety question was not involved. Carolina Power & Light Company's Response : Plant Modifications 79-031, 79-083, and 79-165 have been revised to provide adequate written bases for the determination that the modification did not involve an unreviewed safety question. The safety analysis form of ENP-3 has been revised to require these written bases. All future plant modifications will be provided with a completed revised safety analysis form, and all plant modifications since our commitment date of February 9, 1979, will be reviewed for proper written bases by February 1,1980. 1210 023
