SUPPLEMENTARY INFORMATION Report No.: 50-302/79-090/03L-0 Facility: Crystal River Unit #3 Report Date: 16 October 1979 Occurren<.e Date. 24 September 1979 Identification of Occurrence: Reactor building temperature 136 F contrary to the limit of 130 F specified in Technical Specification 3.6.1.5. Conditions Prior to Occurrence: Mode ! Power Operation (1007.) Description of Occurrence: It was discovered at 1604 during routine surveillance (SP-300) that average reactor building temperature was 136 F. Reactor building cooling water supply was shifted from the industrial cooling system to the Nuclear Services Closed Cycle Cooling System. Reactor building temperature was reduced and maintained at 128 F at 1610. Designation of Apparent Cause: The cause of the event is attributed to a failed temperature transmitter CI 563 TT. Cl 563 TT supplies the control signal to the industrial cooler dampers. Failure of the transmitter closed the industrial cooler dampers actuating a trip circuit that secures the industrial cooling fans. Analysis of Occurrence: No effect upon the plant or general public as reactor building temperature was promptly reduced.

Corrective Action

The temperature transmitter was replaced with a spare and returned to service. A Request for Engineering Information has been submitted to evaluate this event and provide corrective action to prevent recurrence. Failure Data: This is the first occurrence of this type reported. 1210 295 }}
