JUL 1 1 1974 Victor Stello, Jr., Assistant Director for Reactor Safety, L LICENSED p0WER In a recent memo to A. Giambusso, RP, B. Grier, R0 sugget ted that there is uncertainty regarding the ceaning of licensed power level.

Grier cited the language employed in the licenses of several generating plants to point up the inconsistency, if not ambiguity, of the current situation.

The Core Performance Branch has studied the problem, consulted with the Reactor Systems and Electrical, Instrumentation, and Control Systems Branches and has discussed the matter with representatives of R0 and RP.

We recommend that the licensed power should be to the maximum reactor core power.

This convention is entirely consistent with (1) current. standard tech spec developmcnt-efforts, and (2) the ECCS acceptance criteria.

By way of practical guidance: we would expect the reactor to be so operated that the licensed power is not exceeded by the upper limit of the operating control band.
