The subject mamarandun identifies two items which recuire action:

The first iten is concerned with clarification of facilit'r technical

specifications (TS) relating to power icvel. Action relating to the

teneric reconcendstaon was initiated several conths ago as described

in a memorandum dated June 10, 1974, 3. H. Grier to A. Gianbusso,

copy enclosed for your inforr.ation. Additional correpondence and/or

discussions with RL personnel may be necessary before this tratter is

resolved. We have instituted an AITS item for this generic natter

(E10147F1). We incend to use TMI as a case in point. We concur that

enforcement of the s:ost reetrictive lhit was the proper course of

action.

The second item is concerned with revision of TS shock suppressor

surva111ance requirements for all licensees. This ratter has been

under review and evaluation by Regulatory personnel for some time.

Discussions with Joe Sapir. RL, who has the job of developinst revised

surveillanen requirements for shock suporessors, reveale.d that he

exaeets to have TS revisions ready by February 1975, with implementa-

tion tentatively schsduled for Marcle-Anril 1975. As discussed, the

pronosed TS lancuage vill specify increased surveillance whenever

"ecor" survn111ance cost results are exrerienced.

Fo?lowp discussion with D. Jaffe, RL Project Manager for THI, reveal &'

thac he is ausre of the seismic suporessor eroblens at 2*I.

Mr. Jaff2

stated that the TMI TS vill be revised to reflect increased surveilla::ce

te sting requirements, dapendent on the results of Mr. Sapir's review.
