A review of ta language used in several 11 cent.es indicated a need for outter definition of the terms. A =eno from D. F. Ross to V. Stollo discusses Licensing's position. The guidance requested is contained in the last paragraph of Attachmant 2.
It should be recognized that during the course of o;,eration, unintentional small drif ts in core power 1cvel will occur which can only be identified when therual power calculations are made. Such nornal fluctuations above licensed power levels should not be er usidered violations of the license so long as power icvels are returned to licensed li:41ts pronptly upon discovery. On the other hand, it should be noted enat pereistent power icvels above the licensed icvel should be treated as violations of the license conditions.
