The Commission, by a vote of 3-l*, denied the Motion of the flatural Resources Defense Council, Union of Concerned Scientists, and the Sierra Club, dated February 13, 1978, requesting that the Commission order a resumption of the May 7,1976 public hearing regarding the continued export of low-enriched uranium to India for use in the Tarapur Atomic Power Station.

In a related matter, the Commission, by a vote of 2-2**, failed to adopt the recommendation of the Executive Director for Operations for issuance of Export License XS W 1060. The. Commission also determined to subnit the license application to the President as required by Taw.

In doing so, the Commission noted that its decision would include an explanation of the basis for the decision and separate views of Commissioners would be provided to the President.
