The Commission
- discussed the proposed Federal Register Notice amending 10 CFR Part 21 in order to remove nonlicensee suppliers of commercial grade items from its scope.
The Commission, by a vote of 4-0:
1.
approved, with an editorial change specifically inviting public comments for a 60-day period, the proposed amendments as modified by the Acting General Counsel's September 20, 1978 memorandum.
These amendments will become effective upon their publication in the Federal Register.

that a public announcement be issued when the Notice is filed with the Office of the Federal Register.
This announcement will reflect the 60-day conment period; (OPA) (SECY Suspense: 10/16/78) 3.
that the Subcommittee on Energy and the Environment of the House Ccr.mittee on Interior and Insular Affairs, the Subcommittee cn Energy and Power of the House Committee on Interstate and Foreign Commerce, and the Subcommittee on Nuclear Regulation of the Senate Ccmmittee on Environment and Public Works be informed of the Commission action by letter.

that the Federal Register Notice be distributed by the Office of Administration to those individuals or organizations identified as having received a copy of NUREG 0302 Rev.1 as a result of attendance at the public regional meetings on Part 21, or identified as having submitted a letter to NPC concerning the proposed final rule, or any past or future purchasers of NUREG 0302.
