SUMMARY
OF KEY EVENTS UEEK ENDING OCTOBER 12, 1979 Trojan Nuclear Plant Trojan Nuclear Plant will shut down on October 12, 1979 to repair leaks in the "D" steam generator tubes. Leakage is currently about 125 gallons per day (25% of the Technical Specification limit).
The outage is expected to last one week.
Prairie Island Unit No. 1 Based on plant insoections, the licensee has determined that one steam generator tube ruptured on October 2, 1979.
Preliminary efforts by NSP and NRC to calculate the leak at time of rupture indicate that it may have been as high as 525 gpm but this number has not been verified by NSP or the staff. Two adjacent tubes have 65% and 20% degradation, respectively as determined by ultrasonic testing.
A steel coil spring used in sludge removal at an earlier time was found lying on the tube sheet at th'e location of these three tubes.
It was stuck between the tube sheet and a flow blocking device and is a likely cause of the one rupture and two degradations. Tests are being conducted to establish the cause of the rupture.
Nine Mile Point Unit +1 The Nine Mile Point Plant shutdown to accomplish repairs to Recirculation Water Pump seals. The plant is a five loop BWR which had been operating at 100". power on four loops as allowed by the Technical Specifications.
Niagara Mohawk has requested Technical Specification changes to allow return to power operation with two recirculation locos either isolated or idled. D0R is prcceediro with the review of the Niagara submittal on an expedited basis in parasiel with the Niagara attempt to accomplish repairs.
Allegations of Imoropriety in Philiocine Reactor Siting IP has asked the State Department to transmit to the Philippine Government a letter from the Center for Development Policy alleging improper activities in the preparation of the Preliminary Safety Analysis Report for the Philippine Nuclear Power Plant Project. NRC's Office of Inspector and Auditor was also apprised of these matters, for whatever action was deemed appropriate.
Differing Professional Coinions Proposed policy and procedures (NUREG-0567) was delivered to all NRC employees for comments.

Office of Administration Division of Rules and Records The Executive Director for Operations has issued proposed minor amendments to the NRC Notices of Systems of Records to amend NRC System of Records, NRC-21, " Payroll Accounting Records." The proposed amendments reflect the implementation of a new ADP payroll system on an NRC-owned mini-computer, including " Storage", "Retrievability", " Safeguards" and " Retention and disposal".
The amendments to the NRC Notice of Systems of Records will be published in the FEDERAL REGISTER for a 30-day public comment period.

Arkansas Nuclear One, Unit No. 2 (0ctober9,1979)
Arkansas Nuclear One, Unit No. 2 is cooling down in order to remove the vessel head, to inspect the reactor internals and to add' additional resistance temperature detectors (RTD's) in the hot legs of the reactor coolant system.
The internals are being inspected to detemine if there are any physical causes of the oscillations of temperature between RTD's on the opposite sides of the hot legs. The RTD's are located on the top of the hot legs, approxi-mately 15 feet from the reactor vessel and 90 apart. At 50% power these RTD's have been displaying temperature differences of up to 3*F and the difference has switched from -3*F to +3*F in a non random fashion. These RTD's supply input to the Core Protection Calculator System which is part of the Reactor Protection System. Testing has shown the differences to vary linearly with power up to 50% power. Analysis of the system to date has not provided a finn technical explanation for the cause. The additional RTD's are being added to provide the capability of having two detectors, rather than one, (45' apart) fo~r each charinel into the core protection calculator (CPC). The two signals to the CPC will effectively be averaged by the CPC.
The, shutdown is planned to last six to eight weeks.
R. E. Ginna As a result of excessive containment pre-stressed tendon relaxation measured on some of the tendons during scheduled lift-off tests during August 1979, additional tendon lif t-off tests were scheduled.
These lift-off tests on other selected tendons are currently in progress.
About 22 ter.Jons are to be tested to determine the amount of relaxation that has occurred since the containment tendons were stressed in 1968-1969. The results from the first six tendons tested October 9,1979, confirm the August 1979 results that showed excessive relaxation in some of the tendons.
It is expected that testing will continue through October 12, 1979.
Corrective measures, if required, will be established upon completion of the testing.

At the present time, there are two remaining unresolved issues.
It is hoped that these issues can be resolved within the next week, and the SER would be published by October 26.
If resolution is not possible, the SER wilt be published by that date leaving these two open items to be covered in a future supplement to the SER.
Of the 49 SER supplements which will be required, three have been issued.

OFFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING OCTOBER 12, 1979 1.
On October 9,1979, a notice of rulemaking was published in the Federal Register to amend 10 CFR Part 50 Codes and Standards. The proposed amendment to 10 CFR 50.55a would incorporate by reference the Winter 1977 addenda and the Summer 1978 Addenda to Section III of the ASME Boiler and Pressure Vessel Code and also contains minor and editorial changes. These changes in Section III of the ASME Code relates to the method for determining the edition and addenda applicable to components of the reactor coolant pressure boundary. These provisions will accommodate the use of standardized plant design.

On October 9,1979, a notice of rulemaking was published in the Federal Register to amend 10 CFR Part 50 Codes and Standards.
The amendment to 10 CFR 50.55a would incorporate the 1977 Edition of Section XI and addenda issued from Winter 1975 Addenda through the Winter 1977 Addenda, which had not been incorporated by reference in 550.55a, contain several major changes to the code which, if incorporated into the NRC's regulations, would significantly reduce the examination requirements of inservice inspection programs presently required by the Commission for the reactor coolant pressure boundary and for systems required for safe shutdown of the reactor.
It was the determination of the Commission that this edition and'these addenda would be acceptable for incorporation by reference into the regulations only with appropriate modifications to reta ' those requirements considered necessary for an acceptable inservice inspection program.

Members of the staff met wit? EPA and OSHA personnel on October 11, 1979, to discuss plans for the.for;hcoming joint hearing on the new EPA guidance to Federal agencies for occupational radiation protection.
It was agreed that, following the hearing in Washington, DC, additional hearings will be held at various other locations throughout the country.
It was further agreed that each of the three sponsoring agencies will provide two technical exper+s for the hearing panel.
The orincipal responsibility of the panel will m to question those who testify, thus assuring an adequate record. Tne panel will not be subject to questioning by participants. The hearing will be conducted by a Hearing Officer from the EPA legal staff.
Further detuils are to be worked out in subsequent meetings.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending October 12, 1979 Radon Releases from Uranium Minina Drafts of the revised reports on radon releases associated with open pit and underground uranium mining have bean received from Battelle Pacific Northwest Laboratory. The data are being incorporated into the radon report prepared under contract by the NUS Corporation to serve as the technical basis for a rulemaking proceeding to provide a new radon value in Table S-3 of 10 CFR 51.20.
Overall Update of Taole S-3 Work under the contract with NUS Corporation for a complete updating of Table S-3 and the supporting report, " Environmental Survey of the Uranium Fuel Cycle" (WASH-1248), has been halted until a revised estimate of cost to complete the draft report can be evaluated. NUS has not provided the required timely notice concerning the approach of full expenditure of authorized funds. HUS has been requested by TACB to provide an estimate of the cost to complete a draft update of WASH-1248 for NRC internal review by November 19, 1979.
Study on Disposal of LSW Work 'is continuing on a draft report-on the disposal of Liquid ' Scintillation Wastes. The report will incorporate information obtained in staff visits to laboratories and companies involved with such wastes.
Fuel Cycle Research SAFER /RES is preparing a Friefing concerning priorities and goals of Fuel Cycle confirmatory research prcjects to be presented by RES to the ACRS on October 31, 1979.
NFS-Erwin The HEU physical inventory at NFS commenced on October 4,1979 with independent verification of the listing conducted by NRC personnel (from both IE and NMSS).
HEU scrap recovery operations are continuing as part of the inventory reconciliation.
The HEU fuel processing facility remains in a shutdown and cleaned-out status.

GE Vallecitos Representatives from the General Electric Company visited with safeguards licensing personnel on October 4,1979 to discuss a complete revision to the Fundamental Nuclear Material Control Plan for Plant 5 of their Vallecitos Nuclear Center. The new plan will reflect the conditions and requirements necessary at that facility taking into consideration a greatly reduced inventory of SNM. Flant 5 SNM holdings shall be reduced and maintained at less, than one effective kilogram.
Safeguards at the Tokai Reorocessino Plant On October 2,1979, Mr. Wirfs, Division of Safeguards, participated in a U.S. -
Japanese meeting in Tokyo requested by the U.S. to consult on the application of IAEA safeguards at the Tokai reprocessing plant.
The U.S. was represented by participants from State, ACDA, DOE, and NRC.
Two IAEA officials also attended.
LEU Facilities A Safeguards staff visit B&W, Lynchburg; General Electric, Wilmington; and Westinghouse, Columbia LEU facilities is planned over the next two weeks. The purpose of the visit is to assist in the staff evaluation of ex.it control requirements at LEU facilities.
Safeguards Staff Continue Surveys of Soent Fuel Routes _
On October 6,1979, the Safeguards staff completed route surveys and law enforcement coordination on the 2,300 mile route from Columbus, Ohio to Richland, Washington and the 1,200 mile route from Columbia, Missouri to the Savannah River facility in South Carolina.
DOE /NRC Nuclear Materials Manacement and Safeauards System (NMMSS) User's Grouc Meeting A quarterly meeting was held on October 10-11, 1979, of the DOE /NRC NMMSS User's Group. Representatives of Union Carbide, the operator of NMMSS at Oak Ridge also participated in the meeting. The purpose of the User's Group is to resolve NMMSS operating problems and to plan and implement procedures for meeting new requirements being placed on the NMMSS system. Agenda items included the FY80 NMMSS operating budget, the status of activities for implementing the reporting requirements uncer the IAEA/US Agreement, procedures for meeting domestic material tracking requireme'1ts under bilateral agreements, and DOE plans for improving completeness and accuracy problems with the International Nuclear Materials Tracking System (INMTS).

e OFFICE OF NUCLEAR REGULATORi RESEARCH Important Items - Week Ending October 12, 1979 Oualification Tests of Electrical Connectors On September 25, 1979, personnel from Sandia 1.sboratories ran two "ffnal" system checkout tests in preparation for the actual LOCA test on electrical connector assemblies identical to those in Browns Ferry Unit 3'.' Both checkout

tests yielded lower system temperatures than desired during the first five minutes of the test.

After examining various components of the test facility, a third checkout test was run on September 26, 1979, but this also yielded lower temperatures than desired during the first few minutes of the test. A detailed review of the test facility and test procedures was held on Septaber 27. 1979,"with RES and NRR~and IE representstives.
It was agreed t!).t the test should not be conducted unt.il facility modifications proposed by Sandi.T were completed and checked cut.
The current schedule calls for the Browns Ferry connectors to be tested during the week of Oct,ber 29,1979/ ~

The Board noted that on March,1979, it had denied all petitions to intervene and that the time for ppeal had long since erpired.

On October 9, the Licensing Board issued a Memorandum and Orcer regarding the participation of Congressmen Dellums, Burton and Burton, a matter raised by the General Counsel. The General Counsel had indicated that the Congressmen's participation and representation by an aide might be in violation of 18 U.S.C. 55 203 and 205 and that the Board might clarify the basis for their admission as parties. Although the Congressmen asserted both a personal interest and an interest based on representation of con-stituents so as to confer standing, the Board found that the Congressmen had been adnitted as intervenors only on the basis of personal interest and not on the basis of-their status as Congressmen. The Board determined it was not its obligation to assure that the Congressmen were in fact representing their constituents or how they should decide to perform their official duties. This question, the Board concluded, is independert of the question of ' tanding. The Board also ruled upon the question of whether s
the Congressmen could be represented by i ncn-attorney, determining that, having been admitted on the basis of per:onal interest, the Congressmen would have to participate either personally or by an attceney-at-law and could not be represented by non-attorney staff.

In ALAB-566 (October 11,1979), the Appeal Board explained the following determinations it had reached in an unpublished Order issued on Octcber 3, 1979, regarding the upcoming " radon" hearing:
(1) the prepared testimony of all witnesses is to be filed on or before January 18,1980; ana (2) the hearing will commence on F3bruary 25, 1980, in a location to be later deter-mined. Although a scheduling order, AEAB-566 was published by the Appeal Board since questions of pocsibly broader significance were consiaered.
These questions included factors involved in deciding the location of the hearing.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING OCTOBER 12, 1979 INTERNATIONALC00PERATIO1 Meetina at State Department on Use of SS00 Funds IP representatives attended a staff-level meeting at the Department of State on October 12 on the use of the "SS00 Fund for NPT Countries." This is a fund established by the U.S. (first announced in the UN Special Session on Disarmament),
for nuclear energy assistance to NPT countries.
NRC argued to have some of this
$1 million-per-year fund earmarked for the new IAEA Safety Assistance Supplemental Program. Based on the discussions of the meeting, it appears that most of the SS0D funds will be devoted to reducing the backlog of approved out unfunded_IAEA technical assistance missions, including safety missions.
The participants at the meeting, however, also agreed to examine all available funding to find _ U.S. support for the increased IAEA safety effort.
International Participation at ACRS Subcommittee Meeting Representatives from the Federal Republic of Germany, France, and the United Kingdom will participate in the November 6-7 meeting of the ACRS Subcommittee on Quantitative Risk Criteria.
The main thrust of the meeting will be the development and use of quantitative risk acceptance criteria for nuclear power reactors.
Consideration of other risks and the costs,that need to be expended to avoid various numbers of premature deaths will be a related topic.
IAEA Safety P.ogram The accelerated IAEA reactor safety program approved in the Board of Governors' meeting in June is to be supported in 1979 by voluntary contributions from Member States.
The U.S. has provided one cost-free (NRC) expert to work in this area. A similar cost-frae expert has now been offered by West Germany, with a possible third expert to be provided by the UK.
The following countries have also made cash contributions toward the Safety Program:

2 Foreion Visits On Tuesday, Mr. Eiji Ito, Deputy Feature Editor of the Japanese periodical Chunichi/ Tokyo Shimbun, met with S. E. Bryan of IE and R. H. Vollmer and R. J.
Mattson of NRR to discuss TMI investigation results and possible changes to safety regulations.
On Thursday, Mr. Boeri of the Environmental Protection Division of the Italian National Nuclear Energy Comr Jon (CNEN) met with NRC staff at the TMI site to discuss environmental monitor 1rj systems and procedures.
On. Thursday, Dr. Frantisek Klik, Director of the Division of Operations A of the International Atomic Energy Agency (IAEA) met with staff members of SG/NMSS, followed by an informal meeting and luncheon with Chairman Hendrie.
On Friday, Lower Saxony Minister President Ernst Albrecht of the Federal Republic of Germany met with Commissioner Kennedy and J.D. Lafleur, Jr., IP.

Cooperation. On October 5 they had also testified before the Senate Foreign Relations Committee on the same subject.
The Executive Branch is preparing additional material for Congress in response to some concerns raised at these hearings by Commissioner Bradford about certain provisions of the agreement.
Allecations of Imoroariety in Philiocine Reactor Sitino IP has asked State Department to transmit to the Philippine Government a letter from the Center for Development Policy alleging imprope. activities in the preparation of the Preliminary Safety Analysis Report for the Philippine Nuclear Power Plant Project.
NRC's Office of Inspector and Auditor was also apprised of these matters,for whatever action was deemed appropriate.
Physical Security Visit to Europe A meeting was held at State on October 12 concerning the forthcoming physical security team visit to Belgium, Netherlands and Switzerland.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING OCTOBER 12, 1979 Duergency Preparedness A Radiological Emergency Response Planning course will be conducted next week in Hyannis, Massachusetts, for about 85 State and local personnel fram the six New England States.
Regional Advisory Committee V, chaired by Tom Essig, NRC, Region III, met in Chicago on October 11. 1979, to review the final version of the Minnesota Radiological Emergent; Response Plan.
Messrs. Mason and McPeek of SP participated in the NRR emergency planning site visit to the Salem facility in New Jersey on October 11.
On October 2,1979, Tom Elsasser, Region I, SLO addressed the Annual Conference of the U.S. Civil Defense Council in New York City on the topic of Nuclear Saf ty and Emergency Planning.
Other speakers on the prcgram were John Conway, American Nuclear Energy Council and Richard Pollack, Critical Mass Energy Project who joined Tom for a panel discussion on the same topic.
On Cctober 10,1979," Tom Elsass'ir, Region I, SLO attended the Combined Federal Regions II and III meeting of State Radiological Control Program Directors in Pipestem, West Virginia. He gave an update of current NRC activities of
