NUREG-0567 DIFFERING PROFESSIONAL OPINIO.%

I would like to congratulate Messers Watters and Vandenberg of your staff for the excellent job they did in putting together procedures for handling differing pro fessional opinions.

The proposed policy and procedures contain all of the elements that I have considered essential for the efficient and equitable handling of differences of profession opinions.

The implementation of these procedures and the proposed revision of Manual Chapter 4157 will provide an adequate trechanism for resolving these differences and for ensuring that staff members who raise differing views are adequately protected. These policies and procedures, once they are encorporated as part of the NRC Policy Manual, will lead to a better interchange of professional views and a more complete basis for decision-making, and could result in greater protection of puolic health and safety as well as improved public confidence and increased agency credibility.

The proposed modification of NUREG-0567 to better reflect the collegial nature of the Commission is not likely to detract from the effectiveness of these procedures or from the "open door" policy.

The confidentiality of such communi-cations is s till preserved by restricting dissemination of the individual's identity to the Commissioners.
