SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON AUGUST 15, 2019 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on August 15, 2019. The purpose of the meeting was to have a clarification of draft request for additional information (RAI) for license amendment request (LAR)19-005, Consolidation of Structural Building ITAAC [Inspections, Test, Analyses, and Acceptance Criteria]. This clarification was requested by SNC.

The meeting notice was also posted on the NRC public website and contains the general agenda. Enclosure 1 is the attendance list for the meeting. J. Dixon-Herrity Summary of Meeting:
On August 15, 2019, staff from the NRC conducted a public meeting with representatives from SNC and their contractor, Westinghouse Electric Company (Westinghouse), by teleconference to discuss a draft RAI for LAR 19-005. SNC explained that they have provided functional criteria and that the notes proposed in the LAR would only be used if the design non-conformance occurs. SNC believes its LAR is consistent with NRCs policy in SECY 19-0034, Improving Design Certification Content, dated April 8, 2019. In response, the staff stated that the footnotes, as proposed, seem to allow more leeway to change the Table 3.3-1 thicknesses than the staff intends. The staff stated that the proposed footnotes provide a functional criterion of shielding function and the staff is unsure if that means radiological zoning and related equipment qualification. In addition, the staff questioned the use of the word unacceptably in the LAR.
With regard to the structural review, the staff is not clear how SNC proposes to incorporate the effect of multiple types of non-conformance on the same structural component, i.e., changes in the wall or floor thickness from the different pours, in addition to the impact of loads that exceeded the design loads in the design report or how it will impact other changes that may be considered separately and then integrated into the design report. SNC stated that they believe they understand the staffs concerns and plan to respond to the final RAI by August 23, 2019.
At the conclusion of the presentation, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
