OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON MAY 23, 2019 (EPID A17008)
The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Companys (SNC) staff and contractors at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland on May 23, 2019. The purpose of the meeting was to have SNC make a pre-submittal presentation on License Amendment Request (LAR)19-003 (WEC 164) Reconciliation of Detailed AP1000 Radiation Analyses, and to have technical exchange discussions associated with LAR 19-010 (WEC 163), Heat-up of Auxiliary Building Rooms following Loss of HVAC or Loss of all AC Power, and LAR 19-009 (WEC 80), Small Break Loss-of-Coolant Accident (SBLOCA) Analysis Updates, all for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

J. Dixon-Herrity Summary of Meeting:
On May 23, 2019, at approximately 9:02 a.m., the NRC staff started a public meeting with representatives from SNC and its contractors to discuss feedback for its pre-application and pre-submittal presentations for three potential licensing actions for SNCs VEGP Units 3 and 4.
Specifically, the meeting discussed (1) a pre-submittal presentation for LAR 19-003 (WEC 164)
Reconciliation of Detailed AP1000 Radiation Analyses, (2) a pre-application technical exchange on LAR 19-010 (WEC 163), Heat-up of Auxiliary Building Rooms following Loss of HVAC or Loss of all AC Power, and (3) a pre-application technical exchange on LAR 19-009 (WEC 80), Small Break Loss-of-Coolant Accident (SBLOCA) Analysis Updates, for VEGP Units 3 and 4.
The first discussion item started at 9:05 a.m. was for the pre-submittal presentation for LAR 19-003 (WEC 164). This discussion is called a pre-submittal discussion because the related technical exchange meeting occurred on March 26, 2019. The purpose of this SNC presentation was to seek feedback from the NRC on the draft LAR, including how it relates to the in-containment refueling water storage tank (IRWST) source term information. The staff stated that it would expect to see the IRWST source term(s) in the application with a listing of radionuclides and/or energies and not just a general description of the source in the Final Safety Analysis Report (FSAR). The staff stated that it may have to review the detailed calculations supporting this request, therefore an audit may be required. The staff asked about environmental qualification and why the regulatory basis did not include 10 CFR 50.49. SNC stated that they would include a statement on the equipment impacted by the IRWST. SNC stated that it plans to submit this LAR to the NRC by June 2019. At the end of the presentation and discussion of staff questions, questions from any members of the public were requested, but none were offered.
At 9:36 a.m., the second discussion item was a pre-application technical exchange on LAR 19-010 (WEC 163). SNC stated that the purpose of this change is to reflect updated information since these calculations were completed originally for the AP1000 design certification. The staff stated that the proposed LAR should be clear on the impact of these changes on the main control room heat up analysis. The staff stated that SNC should be clear on the impact of these changes on American Concrete Institute (ACI)-349 Code Requirements for Nuclear Safety-Related Concrete Structures and Commentary, temperature limits. SNC stated its intention to pre-submit this LAR to staff for discussion before early August 2019 and to submit the LAR before late August 2019 with a 6-month review requested to support inspection, test, analysis, and acceptance criteria (ITAAC) closure. At the end of this discussion, NRC requested public comments and received none.
At 10:00 a.m. the meeting was paused for a break and restarted at 10:12 a.m. for the pre-application technical exchange on LAR 19-009 (WEC 80) Small Break Loss-of-Coolant Accident (SBLOCA) Analysis Updates. The staff had questions as to the changes proposed for the Stage 1 Automatic Depressurization System valve and the associated isolation valves. The staff had questions about changes to the equipment qualification of the valves and their actuators. When discussing changes to the flow area, the staff stated that this would likely require an audit of the supporting calculations. SNC stated that they expect to request a pre-submittal meeting on this proposed LAR before early July 2019 with submittal before August 2019 with a 6-month review requested.
