VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS RE: ADDITION OF IN-CONTAINMENT REFUELING WATER STORAGE TANK TO RADIATION ANALYSES (LAR19-003)
Dear Mr. Whitley:
In response to your application dated July 16, 2019, as supplemented by letters dated October 3, and December 12, 2019, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 173 and 171 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant Units 3 and 4, respectively. The amendments consist of changes to Updated Final Safety Analysis Report (UFSAR) and Inspections, Tests, Analyses, and Acceptance Criteria in COL Appendix C and corresponding changes to the plant-specific Tier 1 information.
The amendments authorize changes to the UFSAR and approve changes to the COL Appendix C to incorporate the source term contribution of design basis passive residual heat removal heat exchanger leakage to the in-containment refueling water storage tank. The exemptions allow a departure from elements of the certified information in Tier 1 of the AP1000 Certified Design Control Document, as specified in License Amendment Request 19-003. These exemptions are related to, and necessary for the granting of the amendments, which are being issued concurrently with these exemptions.
A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendments is enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
