Dear t'r. Cavanaunh:

In the past year several events have been reported at nt clear plants involving service water flow blockeoc to safety-related equipment due to the presence of marine orcanisms. The NRC Office for Analysis and Evaluation of Operational Data (AEGD) has performed a study of these events. While our study focused on system fouling due to marine organisms, it has been noted that silt and corrosion products have also caused flow blockaces in service water systems.

Our preliminary report on the subject is enclosed for your information.

The purpose of this letter is to provide you with the opportunity to review the report, particularly with regard to its completeness and accuracy, prior to the issuance of the AEOD final report. Comments are being solicited only on the technical accuracy of the details of the event that occurred at Arkansas

!!uclear One. The findings, recommendations and conclusions are provided for your information in order that you nay net a nore complete picture of the total report.

We would welcome your connents either infornally by phone or formally by l et te r.

Since we wish to finalize and issue the report shortly, we ask that any comments you may wish to nahe be brought to the attention of this office within 30 days from receipt of this letter. Should you wish to resrond by letter ar# your comments are other than editorial or clarifications of plant design, data, etc., we would be pleased, at your request, to include a copy of your response and any resolution of your comments as an appendix in our final report.

As you may know, AEDD reports do not represent an official MEC position or the cosition of the responsible MPC procram office. Our reports are one input to an ongoing review and evaluation process, and any recomendations contained in our final report will be considered and perhaps modified or eliminated by the responsible HRC office in defining any necessary action by the licensee with regard to this event.
