Dear Mr. Dolan:
In orcer for "-
mplete our review of the Inservice Inspection Program for +,he Beaver.-
- y Power Station, Unit No.1, as submitted by Duquesne Light Company by letters dated October 20, 1976, October 10, 1977 and July 24, 1978, we will need additional infomation.
Your proposed pro-gram includes portions of Class 2 systems listed below that woula not be subjected to nondestructive examination requirements of IWC-2520 of the 1974 edition through summer 1975 Addenda of Section XI of the ASMB code:
1.
SIS accumulators and associated pipin.
2.
Piping from the high head safety injection punp to the RWSi 3.
Baron injection system 4.
Containment spray system These systems perfom either an emergency core cooling or containment depressurization function and are rroposed for exemptions fron exam-ination requirements in accordance with paragrcphs IWC-1220(b) &
IWC-1220(c) based on water chemistry control or not functioning during nomal plant operation. However, experience has shown that neither water chemistry control nor system inoperation during nomal plant operation will preclude the potential for cou1ponent or piping failure.
Because of the importance of the above listed systems to plant safet; it is our position that they must be examined to the require-nent's of IWC-2520 as an augmented examination requirement pursuant to 10 CFR 50.55a(g)(6)(ii). Any examination exemptions that you wish to propose for toe systems should be addressed in regards to the imprac-ticality of the requirement with adequate supporting justifications.
