MAR 161979 APPE.LIX A NOTICE OF VIOLATION Florida Power Corporation License No. DPR-72 Crystal River 3 Based on the NRC inspection conducted on January 22-26, 1979, it appears that certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
A.
As required by Technical Specification 6.8.1.e., as specified in proce-dure EM-100 Sections 2.5.1.2., 4.1.1., and 2.6.1.a., there should be an evacuation system capable of announcing to personnel to evacuate the auxiliary building.
Contrary to the above, on January 4 and 22,1979, the PA system did not adequately function in high noise areas of the auxiliary building to notify plant employees of the auxiliary building evacuation.
This is an infraction.
B.
As required by Technical Specification C.8.1.e., concerning implementation of EM procedure EM-100 as specified in Section 4.3.1.1.f., there should be a portal monitor at the guardhouse (Emergency Assembly Center).
Contrary to the above, on January 22 and 24, 1979, the portal monitor failed to properly operate.
This is a deficiency.
