This refers to the special inspection conducted by Mr. R. Bailey of this office
on February 7-10, 1979 at Nine Mile Point, Unit 1, of activities authorized by
NRC License No. DPR-63 and to the discussions of our findings held by myself
and other members of my staff with Messrs. J. Bartlett, J. Sunser and R. Orr
of your office during a meeting on February 20, 1979 at the NRC Regional Office.
The enforcement correspondence pertaining to this inspection has been provided
separately to Mr. J. Bartlett, Executive Vice President, Niagara Mohawk Power
Corporation, from NRC Headquarters by the Acting Director, Office of Inspection
and Enforcement.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, documentation of findings of your control
and accounting procedures for safeguarding special nuclear materials and your
facility security procedures are exempt from disclosure; therefore, the enclosure
to this letter will not be placed in the Public Document Room and will receive
limited distribution.
No reply to this letter is required; however, should you have any questions
concerning this inspection, we will be pleased to discuss them with you.
