Identification cf Occurrence:

A census of gardens producing fresh leafy vegetables for human consumption was not conducted as required by Environmental Technical Specification 3.2.1.2.

Canditions Prior to Occurrence:

N/A Descrip'. ion of Occurrence:

The census of gardens is to be conducted annually.

The previous census was conducted on March 3, 1978 requiring this census to be completed by June 2, 1979.

The census was actually completed on June 14, 1979.

Description of Apparent Cause:

The Radiological Health Serv 4.ces of the State of Florida Depart-ment of Health & Rehabilitative Services, whose responsibility it is to conduct the census, stated in their letter of June 26, 1979 that the census could not be completed prior to June 2, 1979, because an aircraft was not available.

Analysis of Occurrence:

This ceasus does identify a garden that is in a location with a hig:1 value of deposition than the garden that is currently being sampled.

However, since the sampling frequency is semiannual and the first sample for 1979 was collected in January, this change of location can be made to the collection procedures as if the census had been performed as required.

Corrective Action

The Radiological Health Services has been contacted concerning this event and they, ave indicated that a more concerted effort will be made in the future to meet all census requirements.
