2 July 1979 Identification of Occurrence:

Degradation of nioing supports reportable under Technical Soecification 6.9.1.8.1 Conditions Prior to Occurrence:

Mode 5 cold shutdown.

Description of Occurrence:

At 1000, it was reported that ninety-two (92) pipe supports did not meet the requirements referenced in Item 2 of !E Bulletins 79-02 and 79-02, Rev.

1.

Further analysis has revealed that a

total of 135 pipe suoports have a safety factor of less than four (4).

Of these, fifty-four (54) have a safety factor of less than two (2),

Designation of Apparent Cause:

The cause of this event is attributed to improper design.

Analysis of Occurrence:

No effect upon the plant or general public as the plant remained in a safe shutdown condition.

Corrective Act ion:

An engineering ev11uation is being performed to upgrade all supports to a safety factor of four (4).

Th e inspection and analysis is expected to be completed Ly 13 July 1979.

To date, fifteen (15) of the fifty-four supports with a safety factor less than two (2) have been repaired.

Further action and subse-quent information will be recorted through Florida Power Corporation responses to IE Bulletins 79-02 and 79-02, Rev.

1.

Failure Data:

This is the first occurrence of this type reported.
