SUMMARY
OF KEY EVENTS WEEK ENDING NOVEMBER 16, 1979 Station Blackout - Early Assessment of Plant Inadeouacies Preliminary results of a probabilistic assessment of station blackout indicated a potential p.roblem with Zion 1 and 2, D. C. Cook 2, and Crystal River 3.
Upon examination of the data used in the analyses, it was discovered that some information was possibly in error which would significantly affect the results.
By November 7,1979 utilities had provided accurate data to support a determination that these plants do not possess serious inadequacies in diese! generator reliability, loss of offsite power, and auxiliary feedwater dependency on AC Dower.
Duane Arnold Duane Arnold was shut down by a reactor trip due to high steam line radiation on the evening of November 8,1979, The cause of the high steam line radiation is still under investigation.
Brunswick Unit 1 Brunswick Unit 1 workers inside the drywell noticed water dripping near a Recirculation Pump. They found a thru-wall crack in a weld at an elbow on 2 3/4" test connection line connected to the 28" Recirc Fump Suction line.
The test line in both loops has been cut and capped. A similar event occurred on Unit 2 in 1977.,
New Haven On October 29, 1979, New York State Electric and Gas Corporation and Long Island Lighting Company filed a Motion with the ASLB requesting an indefinite delay in the proceedings before the ASLB due to dismissal by the State Siting Board of the New Haven State Article VII proceedings.
NFS West Valley The DOE FY Appropriations Bill has directed DOE to undertake those preparations and investigations necessary to determine a process for solidifying the liquid high level wastes at the NFS West Valley site. The additional $5 million provided by the proposed Lundine Amendment to the COE Authorization Bill is still pending.
However, using existing FY 80 funds, DOE has initiated work on the West Valley problem. DOE expressed interest in the NRC contract with Rockwell (Hanford) to examine the waste tanks; specifically the planned characterization of the wastes and is considering funding this task in view of the shortfall in FC funding for FY 80 rather than permitting a delay in the start of this work until FY 81.

RFP RS-NMS-80-027 Tf tle - Environmental Assessment of Surface and Groundwater Impacts from Uranium Recovery Operations Description - The Commission, in its review of license applications, re-newals, and modifications requires the technical assistance of a contractor to assist in the development of environmental appraisals and impact statements.
The effort requires a review of applicants' submittals and the preparation of an environmental assessment. The assessment, along with other data, will be furn.ished in a technical evaluation report.
The contractor shall additionally be prepared to respond to public comment on these assessments and to possibly collect actual field data on some sites.

R. Brady, Director of Security, met with Arthur Van Cook, 000 Information Security Director, and Irving Boker, General Accounting Office, on Friday, November 16, 1979, to discuss and coordinate their proposed presentation at the Information Security Oversight Office Symposium scheduled for November 28, 1979.

The Information Security Oversight Office is hosting a symposium entitled
" Executive Order 12065.- A Year Later" to expand upon and clarify facets of the Order which have been identified as problem areas.
The symposium will be from 8:30 a.m. to 4:00 p.m. on November 28, 1979 at the auditorium of the Main Interior Building located on C Street, NW between 18th and 19th Streets. The symposium is open to all NRC professional staff whose responsi-bilities involve or are impacted by E.0. 12065. Any interested personnel should contact Duane Kidd on x74415 for details.

Proposed 10 CFR Parts 25 (Access Authorization for Licensee Personnel) and Part 95 (Security Facility Approval and Safeguarding of National Security Information and Restricted Data) were published for comment in July 1979.
On November 13, 1979 a Commission paper containing NRC's responses to com-nents on these Parts and recommending their publication as effective rules was distributed for selected NRC staff concurrence.

The Division of Security has initiated a classification appraisal program of NRC Headquarters offices. The program involves discussions with authorized classifiers and the examination of documents to assure compliance with the marking requi ements outl.ined in E.0. 12065.
In addition, document content t
(classified and unclassified) will be reviewed to determine whether they are properly cla3sified or unclassified. This program was initiated on October 22, 1979.

OFFICE OF NUCLEAR REACTOR REGULATION WEEKLY ITEMS OF INTEREST (Week Ending November 16,1979)
Station Blackout - Early Assessment of Plant Inadequacies On October ~25, 1979 a meeting was held with the utilities for Zion 1 and 2, D. C. Cook 2, and Crystal River 3 to discuss preliminary results of a probabilistic assessment of station blackout. The preliminary results indicated a potential problem with these facilities. Upon examination of the data used in the analyses, it was discovered that some information was possibly in error which would significantly affect the results. The licensees were requested to provide the accurate data to support a deter-mination that these plants do not possess serious inadequacies in diesel generator reliability, l.oss of offsite power, and auxiliary feedwater dependency on AC power. By November 7,1979, all utilities had responded.
The probabilistic assessment analyses will be re-run using the utility data to confirm the anticipated improvements.
The development of the Task Action Plan, A44, on Station Blackout will continue following the successful reanalysis.
Farley Unit #1 On November 8,1919 flow variation was observed from the leakoff of No. 2 seal on "B" reactor _ cooling pump.
The unit was operating at 48% power.
The unit is being brought to cold shutdown so that the faulty seal may be replaced.
The licensee, Alabama Power Company, expects the unit will be down for two weeks.
San Onofre 1 The licensee informed us on November 7,1979, that some of the power cables to the RHR pumps wnich were replaced during the October 1976 - April 1,1977 shutdown include splices which may not be environmentally qualified. This was established after checking Unit i records, following discovery that

similar GE cabling with splices (that may not have been environmentally qualified) have been used at Units 2 and 3 The licensee has discussed this matter with GE in an effort to get from GE documentation to verify that the random cable samples that were environmentally qualified did include splices.
The licensee stated that their preliminary evaluation indicated that the cable splices can withstand the environmental conditions during the design basis event (steam line break) and that if the necessary documen-tation cannot be found by GE, tests of cable splices will be performed at the Franklin Institute and are expected to confirm the licensee's conclusions.
The licensee also stated that they have discussed this matter with IE, Region V, informing them that they do not consider this matter a reportable item under the Unit 1 Technical Specification requirements nor under 10 CFR Part
- 21. However, they will send a report on this matter to NRR shortly for updating our SEP Topic review of environmental qualification of equipment.

San Onofre 1 (con't)
On November 7,1979, at about 2:30 p.m. Pacific Time tr.e #1480V switchgear in the 4KV switchgear room caused the smoke detectors to set off an alann in the control room.
Prompt on-the-scene assessment indicattd that there was flashing at the switchgear with evolution of smoke but no fire. The reactor was placed in hot standby pending further evaluation. The evaluation indi-cated phase to ground faulting at the switchgear and that the 480V bus had to be deenergized for repair for a period longer than 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> allowed by the Technical Specifications. Therefore, the reactor was placed in a cold shutdown condition. The licensee estimates that the reactor will remain shutdown through the weekend to complete the repair.
Duane Arnold Duane Arnold was shut down by a reactor trip due to high steam line radiation on the evening of November 8,1979. The cause of the high steam line radiation is still under investigation. Available information is that the on-line recorder detected a spike to approximately 70% of the trip setpoint for the two channels of steam line radiation being monitored. Prior to the reactor trip, the condensate demineralizer had been backwashed. However, a reactor coolant sample taken after the trip showed normal conductivity, indicating that demineralizer resin was not associated with the high radiation trip.
A subsequent coolant sample showed no increase in coolant activity level.
The licensee's investigation is continuing.
IE does not plan to issue a PN.

Sections of the cracked line were saved for subsequent analysis. A similar event occurred on Unit 2 in 1977. This event was reported by PN II-79-30 on 11/13/79.
Emeroency Preparedness An internal meeting was held on November 9,1979 among all NRR, SP and IE participants in the ongoing reactor emergency preparedness team review effort.
The purpose of the meeting was to discuss the efforts to date including problems in inconsistencies between teams, State / local interactions with the teams, and the roles of the various team members. The Steering Group on Emergency Preparedness will be issuing written guidance to the teams in several areas to clarify these and other areas.

. New Haven On October 29, 1979, New York State Electric and Gas Corporation and Long Island Lighting Company filed a Motion with the ASLB. This motion requests an indefinite delay in the proceedings before the ASLB due to dismissal by the State Siting Board of the New Haven State Article VIII proceedings.
Applicant is planning on asking for a rehearing before the Siting Board on its ruling of dismissal. This is a prerequisite to.fonnal appeal of the order of dismissal. We have been advised in conversations with the appli-cant that clarifying letters are to be sent to all participants in the case.
Currently, all work on the envirnnmental review of this case is halted.
It is anticipated that the earliest date to reactivate the environmental review will be June 1980.
Poster on TMI - USGS The Terrestrial Resources Section of ESB has received a 4' x 5' display on Tl!I from J. Wray, USGS's Geography Program. This display depicts the land use and land cover and associated maps for 20 miles + of TMI.

Meeting with Atomic Eneray Commission of Israel A meeting with a representative of the Atomic Energy Commission of Israel was held on November 9,1979 to discuss hydrology and meteorology matters including (1) alternate cooling systems, especially those suited for ultimate heat sink applications, for underground nuclear power plants; (2) conventional siting and the potential for adverse effects of nuclear power plant operation on the widespread and extensively utilized ground water resources of Israel; (3) the siting information necessary to evaluate the adverse effects on the groundwater resource.

0FFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING NOVEMBER 16, 1979 1.
NRC Regulation for Medical Uses of Radioisotooes: On November 8,1979, Edward Podolak, SD, and Dr. William Walker, N'4SS, addressed FDA's Radiopharmaceutical Drugs Advisory Committee on "NRC Regulation of the Medical Uses of Radioisotopes." Mr. Podolak described NRC's '4edical Policy Statement and several new regulations including the teletherapy calibration rule, patient radiation survey rule and the proposed misadministration reporting rule.
Dr. Walker traced the history of AEC-NRC licensing of the medical uses of radioisotopes and the application of current NRC policy to that licensing.
It was clear from the questions raised by members of FDA's advisory committee that they understand, bui. are not pleased with, NRC's policy of regulating areas such as nuclear pharmacy and the physician's use of radioactive drugs.where FDA does not regulate.

2 On November 8,1979, D. R. Hopkins participated in a panel discussion on the safe transportation of nzlear materials at the National Conference of State Legislatures in Austin, Texas. Also participating were representatives of Texas State Health Department, DOT, nuclear industry, Sandia Labs, and a state senator from Washington. Discussions included routing restrictions, effects of bans, federal preemption, state surveillance program, regulations, and emergency response.

Rick Hutcheson from the White House requested "r. Costle, EPA to review the EPA proposed Federal Agency guidance for transuranics in soil with other involved agencies at the policy level. This request was based on O'1B advising Hutcheson that not all affected Federal agencies concur with the guidelines. NRC agency formal concurrence with comments has been provided to EPA.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending November 16, 1979 Briefing on DOE-Sponsored Evaluation of NMMSS A briefing was presented on November 14, 1979, to interested NRC personnel on the results. of a recently completed study by the Pacific Sierra Corporation assessing the utility to DOE of the Nuclear Materials Management and Safe-guards System (NMMSS) and recommending steps to either improve or replace it.
It was concluded that a single data base for national policy-level questions is desireable and that the DOE Office of Safeguards and Security should coordinate its future needs with NRC.
DOE /NRC Agreement on NMMSS Operation The Programmatic Agreement was reached between the NRC and DOE staffs on the joint operation of the Nuclear Materials Management and Safeguards System (NMMSS) at Oak Ridge. The Agreement provides for direct communication between the NRC and the NMMSS contractor and for direct NRC access to all licensee data. The Agreement also provides for the establishment of a DOE /
NRC User Group for overall NMMSS program control and direction.
Meeting Re: Kerr-McGee West Chicaoo Site A meeting was held on November 13, 1979, with representatives of Kerr-McGee Chemical Corporation to discuss questions raised by the staff, USEPA, Illinois State offices and City of West Chicago on the proposed stabilization plan for ti.;.lest Chicage site.
Kerr-McGee will revise the stabilization plan in response to the comments. A full environmental impact statement will be prepared by the staff (with 46 input) prior to adoption of any stabilization alternative. A representatiu of the City of West Chicago attended the meeting as an observer.

In a discussion with FC staff members, DOE expressed interest in the NRC contract with Rockwell (Hanford) to examine the waste tanks.
Specifically, DOE is interested in the planned characterization of the wastes (supernate and sludge).
DOE is considering funding this task in vipw.of the shortfall in FC funding for FY 80 rather than permitting a delay in the start of this work until FY 81.

Meeting with FDA's Radiopharmaceutical Drugs Advisory Comnittee On November 8,1979, Mr. Vandy Miller and Dr. William Walker attended the FDA's Radiopharmaceutical Drugs Advisory Committee meeting at Rockville, Maryland.
Dr. Walker addressed the Committee. His topic was NRC Regulation for Medical Uses of Radioisotopes. This is a subject of much current mutual interest on the part of FDA and NRC. Since 1975, FDA has assumed the responsibility for safety and efficacy of most radiopharmaceuticals. However, there are These are primarily (1)y regulated by NRC not covered by current FDA controls.

After their questions were answered, the VA personnel indicated that they may develop and submit for NRC review an alternate model program.

Brown, Jr. as the representative of the " interested state" of California under the provisions of 10 C.F.R. 92.715(c). Although the State Public Utilities Commission is already a full party to the proceeding under the provisions of 10 C.F.R. 52.714, the Governor will participate and be repre-sented by special counsel. The Licensing Board directed the Governor to specify his " concerns" about the Plant within 30 days of receipt of its Order so that the parties would not be " surprised" and the Licensing Board would be able to ascertain whether the issues identified by the Governor are within its jurisdiction.
Edwin I. Hatch Nuclear Plant, Units 1 and 2 The sole petitioner, Georgians Against Nuclear Energy, requested that its petition to intervene be withdrawn. The Licensing Board granted the request, and dismissed the proceeding in an order dated November 16, 1979.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING NOVEMBER 16, 1979 INTERNATIONAL COOPERATION Foreign Visit Mr. Sung-tae Chang, Director of International Affairs, Korean Nuclear Regulatory Bureau, recently visited Sandia Laboratory, Los Alamos Scientific Laboratory and the Idaho National Engineering Laboratory as part of a three-week training course in safeguards and nuclear material control and accountability.
Mr. Chang spent his first two weeks in numerous meetings and discussion sessions with members of the NRC Safeguards and International Programs staff. Ann McLaughlin-Gore, International Programs, accompanied Mr. Chang on his visit to New Mexico and Idaho.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING NOVEMBER 16, 1979 Procram Develcoment Sheldon Schwartz visited Maryland officials in Baltimore on November 14 to explore further their expressed interest in a transportation surveillance contract.
Similar negotiations are underway with the State of Virginia.
Robert Ryan briefed the EDO on November 14 on the activities of OSP, using the Decision Unit Tracking System (DUTS ).
State Agreements Chairman Hendrie and Governor Garrahy will sign the section 274 Agreement with Rhode Island in Providence on December 11, 1979.
The Agreement will become effective on January 1, 1980.
W. Kerr met with Ms. Beverlee Myers, Director, California Department of Health Services and staff on November 13, 1979.
Ms. Myers will submit a letter to NRC addressing three principal areas:
(1) efforts to obtain increased staffing, (2) improved management controls including automatic data processing support and (3) improved procedures for processing license applications, conducting inspections, and documentation of ianr.ection results and enforcement actions.
The need for increased staffing was agreed to be the most urgent need to effect improvement in other program areas.
State Agreements staff attended a meeting of New York State officials on November 15, 1979 in Albany, New York to review the results of State monitoring and sampling around National Lead Industries, Inc. facility in Albany.
The plant manufactures depleted uranium products under a State license.
The State has detected low levels of depleted uranium in the environs around the plant and has draf ted a report of their findings and asked for assistance in assessing the impact and asked for guidelines for soil contamination.
EPA was also present at the meeting.
OSP will hold a meeting of NRC and EPA staff November 23rd to discuss the S tate 's report.
Emergencv Precaredness On November 9, 1979 Tom Elsasser, Region I SLO was in Bethesda meeting 'Ith representatives of,OSP/NRR and IE to discuss the site visAt program for emergency preparedness and on November 14-15, 1979 he observed the Connecticut State Radiological Emergency Response Drill.
