Oyster Creek Nuclear Generating Station Docket No. 50-219 IE Inspection No. 50-219/79-11 This is in response to your letter of August 8,1979, to Mr.

Finfrock, Jr., regarding the inspection conducted by Mr. L. Briggs on May 7-11 and May 14, 1979, at the Oyster Creek Nuclear Generating Station.

In Appendix A to your letter, there is noted one activity which was not conducted in full compliance with the Oyster Creek NRC Facility License.

The specific deficiency identified and our statement in response to it are given below:

Deficiency -- Technical Specification 6.8.1 states in part, " Written procedures shall be established, implemented, and maintained.

Attachment No. 7 to Procedure 108, Control of Tagging, Electrical Jumpers, Lifted Leads, Keys and Locked Valves, is a listing of valves required to be locked in their designated positions.

Contrary to the above, three valves on the locked valve list, LV(39),

V-20-75, and V-20-73, were positioned as required but were not locked as required by Procedure No. 108."

Response -- Core Spray System valve positions and valve locks are specified on check-off lists in Procedure No. 308, " Emergency Core Cooling System".

Revision 6 of Procedure No. 308 specified the proper position for valves V-20-75 and V-20-73 but did not require the valves to be locked.

This was in conflict with requirements of Procedure No. 108.

The valves were locked in the proper position and a temporary change to Procedure No. 308 was made by May 29, 1979, requiring these valves to be locked.

Revision 8 to Procedure No. 308 was issued on June 13, 1979, to require locking the above valves.

The review will include verification that valves indicated as locked on drawings are required by procedure to be locked.

System Procedures will be consistent with Procedure No. 108. This action will be completed by December 31, 1979 Valve LV(39) was not locked as specified in Procedure No. 108 and Procedure No. 308. As indicated in Inspection Report No. 79-11, this valve was locked in position. An audit of all accessible locked valves to verify that the requirements of Procedure No. 108 are satisfied will be completed by August 31, 1979 Very-ruly yours,
