APPENDIX A NOTICE OF VIOLATION Jersey Central Power and Light Company Docket No. 50-219 Based on the results of the NRC inspection conducted on May 7-11 and May 14, 1979, it appears that one of your activities was not conducted in full complicnce with the conditions of your NRC Facility License No. DPR-16 as indicated below.
This item is a deficiency.
Technical Specification 6.8.1 states in part, " Written procedures shall be established, implemented, and maintained..."
Attachment No. 7 to Procedure No. 108, Control of Tagging, Electrical Jumpers, Lifted Leads, Keys and Locked Valves, is a listing of valves required to be locked in their designated positions.
Contrary to the above, three valves on the locked valve list, LV(39),
V-20-75 and V-20-73, were positioned as required but were not locked as required by Procedure No.108.
