Dear Mr. O'Reilly:

We offer the following supplemental information to the "B" apparent Item of Noncompliance noted in the referenced inspection report.

NOTICE OF VIOLATION B. As required by 10 CFR 55, Appendix A, lectures shall be conducted where performance on annual examinations indicates that additional emphasis is needed. The accepted requalification program stipulates that only those licensees who score greater than 80% on each section of the annual examination may be exempted from participation in the lecture (s) given on that section.

Contrary to the above, one licensed reactor operator and one licensed senior reactor operator scored less than 80% on a section of the 1978 annual examination administered in January of 1978 and they failed to attenu a lecture covering that section during the period before the 1979 annual examination.

Response: Lack of attendance to scheduled lectures has been a problem in the past. This resulted from personnel not being available due to vacation, sickness, and overtime work loads. A sixth shift has recently been added to the Operations Section which will alleviate the manpower shortage and, therefore, make these people available for scheduled training activities. Personnel who score less than 80% on any section of the annual examination will be scheduled for make-up lectures. Failure to attend will be re-viewed on an individual basis and will result in disciplinary action when warranted. We expect to be in full compliance with the requirement of Item "B" by September 30, 1979.
