Response to I & E Inspection Report No. 50-29/79-05 Reference is made to I & E Inspection No. 50-29/79-05, which was conducted by your Mr. W. Baunack on May 1-4 and May 8-11, 1979, at the Yankee Nuclear Power Station (Yankee Rowe) in Rowe, Massachusetts.

The report made subse-quent to that inspection identified one item which was not conducted in full compliance with NRC requirements.

The notice of violation reads:

Technical Specification 4.7.1.2.a.4, requires that the emergency boiler feedwater system shall be demonstrated operable at least once per 15 days by cyc.ing each test-able manual valve in the flow path througt at least one complete cycle of full travel.

Contrary to the above, a review of surveillance records, and discussions with personnel show that LL'-V-608, a testable manual valve in the emergency boiler feedwater system flow path, is not being cycled each 15 days as required.

Response

The valve in question, DW-V-608, is a manual valve in the emergency feed-water system which is required to be open in Operating Modes 1, 2, and 3 to ensure the operability of the emergency feedwater system.

To this end the valve is maintained open by procedure and physically locked and chained to prevent inadvertant or unauthorized closure.

United States Nuclear Regulatory Commission Page two Attention: Reactor )perations and Nuclear Support Branch To maintain continuous operability of the emergency feedwater system while in Modes 1, 2, or 3 this valve cannot be tested by cycling the valve closed.

This is not only an undesirable position for the valve to be in, but it is a position of the valve which would not be required at any time during the actual operation of the emergency feedwater system.

Surveillance procedures for the emergency feedwater system currently call for visual verification that the valve is in its locked open position every 15 days.

Based upon the above dism.asion Yankee requests that the alleged violation be withdrawn ~.
