This refers to your letters dated April 24 and July 11, 1979, in response
to our letter dated April 4,1979.
With regard to Paragraph 2 of the Supplemental Response, based on the
telephone discussions between Mr. Werling and E. . Bores on July 19, 1979,
it is our understanding that the "500 cpm above 3ackground" is no longer
pertinent, in that, Duquesne Light Company has comited to notify state
agencies promptly of any unplanned releases which exceed the discharge
limits.
Further, it is our understanding that the state agencies will be
updated as to any offsite measurements made as a result of the Emergency
Preparedness Plan implementation, and that all offsite samples will be
retained for prompt reanalysis by more sensitive laboratory-type instrumentation.
If our understandings in this matter are not correct, please document your
intent in a letter to us.
Thank you for informing us of the corrective and preventive actions documented
in your letter. These actions will be examined during a subsequent inspection
of your licensed program.
