DUQUESNE LIGHT COMPANY Beaver Valley Power Station Unit No. 1 SUPPLEMENTAL RESPONSE TO INFRACTION C 0F IE INSPECTION REPORT No. 79-05 DATED APRIL 4, 1979 INFRACTION C (79-05-02)
The acquisition of ailver zeolite cartridges, which are more accurate for measurement of iodine levels, has been expedited with their evaluation and implementation de endent upon plant operation to obtain viable airborne samples r
inside containment. Date of completion for evaluation of the silver zeclite cartridges will be no later than 30 days after plant startup, currently scheduled for around July 20, 1979.
This assumes that operation will be maintained long enough to obtain satisfactory airborne radioactive iodine samples.
Presently, the implementing procedures of the EPP are in the OSC review / approval process with implementation expected no later than August 15, 1979.
The procedures will utilize the State Protective Action Guides with the recommended offsite protective action levels, and the recommendation of the Company Health Physicist and Plant Radiation Control Supervisor to provide guidence levels to monitoring teams and Emergency Control Center personnel, utilizing 500 cpm above background as the alert level.
Also, the projected radioactive iodine dose to noble gas concentration ratios (Figure 6-7 of the EPP) will be utilized on an interim basis to project a thyroid dose due to radioactive iodine. A general guideline for the ratio of radioactive iodine versus noble gas concentration will be developed for use with this curve based on the assumed source of release.
These assumed ratios will be used until actual data on the true ratio can be determined by sample counting at the Site.
The State of Pennsylvania Bureau of Radiological Health has been notified of the procedural changes and the evaluation of the silver zeolite cartridges as a possible method of obtaining iodine samples offsite in the event of an emergency and is in agreement.
