~FOR INCIDENT RESPONSE On Friday, July 29, 1977, Ed Jordan, Bernie Weiss, and Joe Hegner met with Jack Martin, A/D for Fuel Cycle Safety and Licensing, N:/SS, to discu',s development of fuel facility information n;ckages for incident response.

Tasking had originally been initiated in a 9/30/76 rcmor6ndum fro:" Thornburg r.o Steilo, NRR, and Cunningham, N.'SS; her.ever, r.o action had sub:cquantly been taken by N:1SS because of lesic disagreement over the usefulness of the then-procosed NRC-develop.tc info ~ation packages.

It wes agreed that only inforr.u tion provided by the licenste - accura'e, controlled, and current - woulc be of value in response to an incident.

Martin believed t'nt fuel facility c.mergency pl ns could be structured to meet this need. iie agreed to provice IE wit' a copy of a representa-tive plan within t.;o weeks. Both NMSS and IE w. :iJ then review the plan to determine if it would maet this need. Other information might have tu be included as art of an incident response.nformation package, since IRC's responsiM' My includes not cnly assuring licer,see response, but a responsibility to provide accurate, timely it crmtion ccncerning the incident to appropriate authorities.
