SUBJECT:
NRR INCIDENT RESPONSE ACTION PLANNING Our respective staffs have been working together along with NMSS to improve the NRC capability to respond to incidents involving licensees and licensed activities. A memorandum from Harry Thornburg to you dated September 30, 1976 (copy enclosed) tasked NRR to prepare certain briefing and information packages as agreet by the Joint Incident Response Task Force.
It is our understanding that work on these packages has not yet been initiated.
Walter Paulson of your staff has recently provided us witn a review draft of an NRR plan for Incident Response Action Planning. We believe that this is an excellent plan of action for providing the necessary NRR support to the overall NRC Incident Response Program.
However, we note that this has-been identified as a Category B Technical Activity. As the recent Ft. St. Vrain incident demonstrated, there is an urgent need to more fully develop the NRC Incident Response capability.
Therefore, I urge you to take whatever steps are necessary to have the NRR Incident Response Action Plan approved and elevated to a Category A Activity in order that the plan be implemented as soon as possible.
