SUBJECT:

NRC INCIDENT RESPONSE PROGRAM In June 1977, D0R proposed " Incident Management" for consideration as an NRR Category A Technical Activity.

Subsequently, on July 13,1977, the TASC designated this generic issue as NRR Technical Activity No. B-71 and assigned DOR the lead responsibility for its resolution.

The proposed Tas! Action Plan (TAP) for B-71 will be submitted for TASC approval within the next two weeks pending incorporation of the comments received on the first draft and concurrence by the NRR Division Directors.

OI&E has provided comments (copy enclosed) on the first draft of the TAP.

Their principal comment relates to the priority assigned by NRR for resolu-tion of this task. Based upon the experience gained through the recent Ft. Saint Vrain incident, 01&E has requested us to consider elevation of this technical activity to Category A status in order to assure that the TAP is implemented as soon as possible.

Based on the comments we have received on the first draft of the TAP from the affected NRR branches, we estimate that it will take well over a year to resolve this technical activity if it continues to be designated as Category B.

We estimate that it would take a much shorter time to resolve this activity if it were designated as Category A and thus given a higher priority.

In view of the above, we recommend that " Incident Management" be

redesignated as an NRR Category A Technical Activity.

Early considera-tion of this recommendation by the TASC is requested.
