Backcround IE, in conjunction with NRR and 10iSS, is working to i= prove the capability to respond to e=ergency situations that =sy involve licensees.
As agreed in the joint Incident Response Task Force cecting of II, NRR and 10155, held on July 29, 1976, the IE ce bers of that joint staff would, with the agrec=ent of NRR and 10!SS, generate task definitions for various tasks necessary to i= prove the NRC incident response progra=.
One of the tasks identified relates to fccility infor=ation packages.
The prin-cipal ITRR contributors will be M. D. Lynch, Division of Project Manage =ent and J. Wing, Division of Site Safety and Environ = ental Evaluation.
II.
Task

Facility briefing a.d infor=ation packages vill be prepared
_ for licensed power reactors by NRR.
Generic EWR/P'.I packages "
vill be prepared for Co==ission and senior =anage n nt briefings, as described in Attach = cat 1.
Site specific pacLeges vill be prepared for use by the IRACT Technical Support Staff, as described in Attach = cat 2.

Facility briefing and infor=ation packages for Fuel and
=ajor =aterials facilities vill be prepared.
The first of these packages vill be prepared by the Division of Field Operations, II.
Site specific packages vill be prepared for use by the IRACT Technical Support Staff, as described in Attach =ent 3.
The fuel and =ajor =aterials facilities are identified in Attach =ent 4.

s BWR/PWR GENERIC BRIEFING PACKAGES These packages vill be used to brief the Coe=ission, IRACT, MAT, and senior =anagement concerning the generic reactor plant type in which an incident =ay occur.
Individual packages should be developed for the Babcock and Wilcox, Co=bustion Engineering, Westinghouse, and General Electric reactors. The infor=ation contained therein should be relatively general in caturia.

" Typical" plant configuration drawings, such as reactor building, turbine building, and auxiliary building plan views.

PLANT SPECIFIC AND SITE SPECIFIC INFORMATION PACKAGES -
PO'n'ER REACTORS These packages provide detailed infor=ation concerning an individual licensed power reactor and its site.
They would be pri=arily used by the Technical Support Staff in its analysis of an incident.
An individual package for each licensed power reactor is desired.
I.
The plant package should contain:

Schematics of systems essential for plant shutdown 3.

The first two plant and site packages (one S'a'R and one PKr.) should be prepared by October 15, 1976. At this point a nanpower assess-cent will be =ade.
It is expected to co=plete packages for all licensed power reactors by March 1977.

After review by B. Gri=es, NRR, the first two ec=pleted packages will be trans=itted to S. Bryan, Field Operations Support Branch, IE, for storage in the Incident Response Center.
An esticated schedule for preparation of other briefing packages and a detailed for=at fer these n ickages should be established by Nove=ber 15, 1976.

Attach =ent 3 PLANT AND SITE SPECIFIC INFORMATION PACKAGES - FUEL AND MATERIALS LICENSES These packages provide detailed infor:stion concerning individual licensed fuel facilities and major caterials facilities. They would be pri=arily used by the Technical Support Staff in its analysis of an incident.
An individual package for each licensed fuel facility and major Materials facility is desired.
I.
The plant package should contain:

A current copy of the operating license

Plant layout drawings showing at least all processing and material storage areas.

Sche =stics of syste=s essential for plant shutdown, where applicable.
