APPENDIX A NOTICE OF VIOLATION Florida Power Corporation License No. DPR-72 Based on the NRC inspection March 26 tF.ough May 4, 1979, certain of your activities were apparently 09t Londucted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.

A.

As required by Technical Specification 6.8.3, temporary changes to procedures may be made provided that the change is approved by two members of plant management staff, at least one of whom holds a Senior Reactor Operator's license on the affected unit.

Contrary to the above, during the period of April 24-26, 1979, temporary changes were made to Operating Procedure OP-209 (Plant Cooldown) and Surveillance procedure SP-417 (Refueling Internal Integrated Plant Response to Engineered Safeguards) without prior approval by members of plant management.

This is an infraction.

B.

As required by Technical Specification 4.4.6.2.b, the reactor building sump inventory and discharge must be monitored at least once per 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.

Contrary to the above, during the period of April 17-19, 1979, the reactor building sump inventory and discharge were not monitored for a period of about 35 hours4.050926e-4 days <br />0.00972 hours <br />5.787037e-5 weeks <br />1.33175e-5 months <br />.

This is an infraction.
