SKAGIT NUCLEAR PROJECT QUALITY ASSURANCE My name is Robert N. Hettinger. I have been employed by Puget Power since April of 1974. A summary of my pro-fessional experience is attached. I have been Acting Mana-ger Quality Assurance since May 4, 1979. Prior to becoming Acting Manager, Quality Assurance, I was the Quality Assur-ance Specialist. My testimony is being offered in response to the Licensing Board's request posed during the April 24, 1979, prehearing conference in Seattle, Washington.

My duties as the Quality Assurance Specialist consisted cf planning, documenting, and implementing assigned por-tions of the Quality Assurance Program for the Skagit Nuc-lear Project, including the auditing system for verifying compliance with the program.

As Acting Manager Quality Assurance, I report to the Vice President, Engineering and Construction, and am respon-sible for directing the development, administration, and implementation of the Quality Assurance Program for the Skagit Nuclear Project. This organizational structure pro-vides me with the authority to perform my duties in compli-ance with Criterion I of 10CFR50 Appendix B. I have stop 1 7 908300b b

work authority to control conditions adverse to quality until effective corrective action is taken and verified. I also have the authority to bring quality problems to the attention of the President and Chief Executive Officer of the Company for resolution if they cannot be resolved at a lower level.

Our staff currently consists of myself and a Quality Assurance Auditor. The Quality Assurance Auditor is respon-sible for scheduling and conducting internal and external Quality Assurance audits. Since site construction activi-ties have not commenced, I consider that our two person Quality Assurance staff is sufficient for the current level of project activities.

At this stage of the project, our effort is devoted primarily to the following areas: administering and main-taining the Quality Assurance Manual; performing Qua.'.ity Assurance indoctrination and training; reviewing design and procurement documents; performing Quality Assurance audits of Puget Power, Bechtel and associated contractors; and assisting the Vice tresident, Engineering and Construction, in planning the future quality assurance organization staff-ing and functions.

Attachment 1 Robert N. Hettinger PROFESSIONAL QUALIFICATIONS My name is Robert N. 1.attinger. I have been employed by Puget Power since April of 1974. I have been the Acting Manager Quality Assurance since May 4, 1979. Prior to becoming the Acting Manager Quality Assurance, I was the Quality Assu 7nce Specialist.

Prior to joining Puget Power, my earlier experience included a total of 17 yearc in nuclear quality assurance activities as an engineer and instructor at the Hanford Reservation and later with the United Nuclear Corporation. The bulk of this experience involved supervision of inspection and process control personnel. During this period I developed and implemented several quality and process control programs for nuclear fuel manufacturing facilities and other organiza-tions involved in nuclear work. Before entering the nuclear quality assurance field, I worked 11 years at the Hanford Reservation as a nuclear technician.

I am a graduate of General Electric Company sponsored courses in supervision and quality control, as well as Puget Power's management training program.

During my career, I taught courses in the principles and methods of quality control at the Hanford Nuclear Project and United Nuclear Corporation. As a consultant, I devel-oped a Quality Assurance Program for the J. A. Jones Con-struction Company.

I am a senior member and past Chairman of the American Society for Quality Control, Richland, Washington, Section.

In 1970, I was certified as a Quality Control Engineer by the American Society for Quality Control. I am also a Registered Professional Engineer in Quality Engineering in the State of California, the only state that currently recognizes Quality Engineering as a separate branch of engineering.
