SUBJECT:

SKAGIT NUCLEAR PROJECT QUALITY ASSURANCE My name is John W. Ellis. I am President and Chief Executive Officer of P :get Sound Power & Light Company. Our testimony today will address our commitment, as a Company, to Quality Assurance. As the sponsor, principal owner, and operator of the Skagit Nuclear Project with the responsi-bility for safety and reliability, Puget Power has imple-mented a comprehensive Quality Assurance Program that fully complies with all state and federal regulations. Appended to this testimony as Attachment 1 is my statement of policy, from our Qualt.y Assurance Manual, that expresses our com-mitments to Quality Assurance.

I periodically review the organization reporting rela-tionship. I believe that it is proper for the QA function for A 7 sign and construction to report to Mr. Warren J.

Fergt? son, our Vice President, Engineering and Construction, due principally to Mr. Ferguson's strong background in nuc-lear quality assurance. The QA organization not only has the same reporting relationship to Mr. Ferguson as does the Skagit Project organization, but has direct access to me on any appropriate quality-related matter. To u2fectively execute a strong quality program for the Skagit Project, Puget has assembled a nuclear staff with over 350 man years of professional experience in nuclear programs. In addition to the staffing commitment made by Puget, the Company has made a substantial commitment in man-power and financial resources to perform a significant amount of early u.77i neering, environmental, equipment and systems review. Puget and its partners have invested over

$230 million in this project to date. Sixty-five percent of the design of the project is complete. I have personnally committed whatever corporate resources are necessary for staffing the Quality Assurance organization Mr. Ferguson describes in his_prefiled testimony.

Attachment 1 STATEMENT OF POLICY Puget Sound' Power & Light Company is' dedicated 'o the construction and operction of a dependable, safe nuclear fac. lity, fully in compliance with AEC regulations and ASME Section III Boiler and Pressure Vessel Code, and recognizes that a strong Quality Assurance Program is a prerequisite to the achievement of this objective.

This document summarizes the Quality Assurance system the Company will use. The manuti applies to all activities that affect qua-lity, including design, procurement, f abrication, construction and testing. Quality is not the sole domain of a single quality assur-ance group. As a major business management activity, Quality Assur-ance ir a basic philosophy of operation in which a continuous sys-tematic professional approach ensures that we meet the safety and system reliability objectives of the Company.
