Testimony of JAMES E. MECCA Introduction of Amended Application and Complete PSAR My name is James E. Mecca. I am Manager of Nuclear Licens-ing and Safety for Applicant, l'Iget Sound Power & Light Com-pany, where I have held this position since October 1, 1975. I have testified previously in this proceeding:

As Manager of Nuclear Licensing and Safety, I am respon-sible for the preparation and submission of all licensing 67cu-ments for the purpose of obtaining federal and state permits and authorizations for the Skagit Nuclear Power Project. These 852 001 7 908800 D3 y g

documents include the Application and the Preliminary Safety 77alysis Report (PSAR) in this proceedir.g and amendments thereto.

Amended Application The Application (the " General Information" volume) , as amended by certain amendments, has been received into evidence in this proceeding on two prior occasions:

1. Exhibit 1, admitted July 17, 1975 (Tr. 712) .

Application as amended through Amendment No. 1, dated June 1975.

2. Exhibit 58, admitted June 2, 1976 (Tr. 4936).

Application as amended through Amendment No. 2, dated February 1976.

Subsequently, the Application was amended by two additional amendments:

Amendment No. 3, da:ed March 1977.

Amendment No. T, dated June 1979.

Both of these amendments were prepared under my supervision and have been duly filed and served. The purpose of Amendment No.

3 was to clarify Section 1.1.3 of Exhibit H to the Applica-tion. The purpose of Amendment No. 4 was to bring the Applica-tion up tc date.

I have checked the two copies of the Application (the

" General Information" volume) that have been given to the repcrter and marked for identification as Exhibit .

Both of these copies are true and complete copies of the Appli-cation in this proceeding as amended through Amendment No. 4.

Complete PSAR Previously only Chapter 2 (Site Characteristics) and Sec-tion 13.3 (Emergency Planning) of the Preliminary Safety Analysis Report (PSAR) have been received into evidence in this proceeding. The exhibit numbers and citations are as follows:

The Skagit PSAR includes a facsimile of the General Elec-tric Standard Safety Analysis Report (GESSAR) for the 251 inch reactor vessel BWR/6 (251 NSSS GESSAR Docket No. STN 50-531).

This report is set forth in the Skagit PSAR volumes designated "251 NSSS GESSAR."

852 003 The Skagit PSAR has been amended by a series of amendments and a series of supplemer '- . . The most recent amendment filed was Amendment No. 20,, ced January 31, 1978. The supplements have been used to file in the Skagit proceeding amendments to the 251 NSSS GESSAR as filed by the General Electric Company with the NRC in Docket No. STN 50-531. The most recent supple-ment filed was Supplement No. 18 dated March 4, 1977; this sup-plement contained 251 NSSS GESSAR Amendments 21, 22, and 23 as filed by E with the NRC.

The complete Skagit PSAR as amended to date, that is as amended through Amendment No. 20 and Supplement No. 18, con-sists of PSAR volumes 1 through 10, Question and hesponses volume 1, and 251 NSSS GESSAR volumes 1 through 14.

The two copies of the Skagit FSAR (including the 251 NSSS GESSAR f acsimile) that have been given to the reporter and marked Exhibit for identification were checked for completeness by my staff under my supervision. To the best of my knowledge and belief, both of these copies are true and com-plete copies of the Skagit PSAR as amended through Amendment No. 20 and Supplement No. 18.
