CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2 - NOTIFICATIONN OF CHANGE IN REVIEW SCHEDULE (EPIDS L-2018-LLA-0222 AND L-2018-LLE-0013)

Date: Friday, July 19, 2019 8:32:00 AM Hello Rick, By letter dated August 13, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18226A189), as supplemented by letter dated October 10, 2018 (ADAMS Accession No. ML18283A034), and June 7, 2019 (ADAMS Accession No. ML19158A075), Exelon Generation Company, LLC submitted an application for a proposed amendment and exemption for Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2. The amendment would modify the Calvert Cliffs licensing bases, including the affected portions of the Technical Specifications and Updated Final Safety Analysis Report. Specifically, the amendment would allow the use of a risk-informed approach to address safety issues discussed in U.S. Nuclear Regulatory Commission (NRC) Generic Safety Issue-191, Assessment of Debris Accumulation on PWR [Pressurized-Water Reactor] Sump Performance. The exemption would allow the use of a risk-informed evaluation to demonstrate that the emergency core cooling system and containment spray systems will operate with a high probability following a loss of coolant accident when considering the impacts and effects of debris accumulation on emergency recirculation sump strainer in recirculation mode following a loss of coolant accident.

In an email dated October 30, 2018 (ADAMS Accession No. ML18304A139), the NRC staff informed Exelon that the review of the amendment and exemption requests would be completed by the end of October 2019. The NRC staff is changing the completion date of the amendment request to March 31, 2020 and the completion date of the exemption request to December 31, 2019. These changes are being made because Exelons second supplement was provided to the NRC in June 2019 - not April 2019. During a January 2019 regulatory audit of the amendment and exemption requests, the Exelon representatives identified the need for a second supplement to make changes to the amendment request. Additionally, the Exelon representatives stated that issues arising from the discussion of the topics and questions attached to the audit plan would be addressed in the second supplement. Both the Exelon representatives and NRC staff agreed during the audit that a second supplement would minimize level-of-effort by potentially reducing the number of request for information that the staff would prepare, and that Exelon would need to provide a separate response. During the audit the NRC staff informed the Exelon representatives that the second supplement would need to be provided in April 2019 to avoid impacting the original scheduled completion date for the reviews. Because the second supplement was received after April 2019, the completion date for both reviews had to be changed.

The estimated level-of-effort that was included in the email dated October 30, 2018 has not changed.

If there are additional challenges or delays that would cause changes to the new forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated to Exelon through written

correspondence from the assigned project manager.
