[External_Sender] RE: Re: [EXTERNAL] Holtec CISF application EIS development Thank you for calling me today, Cassie. I made a few notes on the topics we discussed and am listing them here in case I forgot something.

  • The main special status species (SSS) to be aware of for the project is the LPC. Regarding LPC timing restrictions, only the activities planned that lie within the LPC timing restriction zones are subject to the BLM stipulations (no buffer is applied to activities that do not lie within the LPC timing restriction zones). The shapefile shows that the private portion of the site is completely within the timing restriction area but the rail spur is outside of it (I also confirmed with GIS).
  • The Salt Playas ACEC, if approved as proposed in the draft RMP EIS, would introduce a stipulation that prevents project activities within 200 meters of Laguna Gatuna.
  • The final RMP is estimated around Sept 2019. Likely NRCs draft EIS will be developed prior to the final RMP publication.
  • Regarding wildlife surveys for the rail spur, you indicated that surveys would be required for raptor nests and burrowing owls, preferably conducted within the same nesting season as construction is planned. If active nests are found, then conducting pre-construction surveys within 7 days of planned disturbance for those nests would be necessary, and avoidance of active nests until young have fledged.
  • A stipulation for the rail spur may also include a vegetation survey for a couple of special status plant species (Sheers pincushion?) that you saw pop up on your GIS layers, and you were going to clarify that with your colleague which species would need a survey.

Thank you again for this information. Any clarification on the last bullet for sensitive vegetation would be very helpful.
