Amendment of License Implementation at the Former United Nuclear Corporation Naval Products Manufacturing Facility, New Haven CT Cabrera Services Inc. (Cabrera) is providing this amendment of its utilization of NRC Radioactive Material License No. 06-30556-01, Amendment No. 08 (herein referred to as Cabreras NRC Li-cense) in support of operations at a temporary job site. The attached enclosure provides the spe-cific information required by Cabreras NRC License Condition No. 18A including details of the planned survey approach to confirm and supplement past surveys and sampling efforts.

The Debris Removal Plan for this work evolution was previously reviewed and approved by the NRC:

License Condition No. 18A Attachment Supplemental Radiological Survey Plan Building 3H/6H Floor, Building 3H Ductwork, Former 9H/10H/11H Building Locations Former UNC Manufacturing Facility, New Haven, CT (August 2016)

1) Estimated type, quantity, and physical/chemical form(s) of material.

Radioactive material is anticipated to be present within discrete metallic items within dirt and de-bris present within Building 3H/6H. Surficially-contaminated debris is not expected but is possible within the debris streams that will be removed from building during this work evolution.

2) Specification of the site location.

No change from original notification at this time.

3) Description of project activities that are planned for the site, including waste manage-ment and disposition.

Project Activities Cabrera will coordinate and perform the removal of miscellaneous debris, drums, and other ob-structions to performing a comprehensive radiological survey of interior areas within Building 3H/6H. The purpose of this material and debris removal is as follows:

x Allow Cabrera to complete a characterization survey of 100% of the floor areas within the building; x

Substantially reduce the safety hazard inside the building caused by asbestos containing material (ACM) in the roof debris that has fallen to the floor in Building 3H; x

Survey and release debris and other items (i.e., drums) that are not radiologically contam-inated for disposal at an off-site non-radiological landfill; and x

Package, transport, and dispose of radiological wastes from the building in an off-site land-fill capable of accepting radiological wastes.

Radiological Controls Radiological controls will be implemented and enforced under Cabreras NRC Radioactive Mate-rials License No. 06-30556-01. Personnel and equipment within radiological control areas (RCAs) established within Building 3H/6H will be strictly controlled at all times to assure that personnel and equipment are properly screened prior to being released from the building or off-site. Sub-contractor personnel will receive Cabrera Radiation Worker training prior to working within RCAs.

4) Estimated project start date and duration.

Site operations will proceed on or about Monday, September 19, 2016 will continue for an esti-mated duration of 80 work days.

5) Identification of, and information on how to contact, key project personnel.

No change from original notification at this time.
